BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON APRIL 15, 2019 <br />D.1 Minutes for the March 29, 2019, PTA Game Night <br />D.2 Minutes for the April 1, 2019, City Council Meeting <br />D.3 Minutes for the April 6, 2019, Kidz In Biz <br />Staff recommends Council approve the above minutes as presented. <br />F.1 Presentation of Certificates of Appreciation to Forest Lake High School Students <br />Council Member Haas will present Certificates of Appreciation to Forest Lake High School <br />Students Tayler Williamson and Mikayla Whitehill for their volunteer efforts supporting the <br />Yellow Ribbon Network. <br />F.2 Presentation of Commissioners Award by Commissioner Miron <br />Washington County Commissioner Fran Miron will present the Commissioners Award to Council <br />Member Beck Petryk for her work on the Transportation Advisory Board on behalf of <br />Washington County. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Scope of Work for Public Works Facilities Study <br />With direction from the City Council's goals and priorities, city staff has solicited proposals for a <br />Public Works Department building space needs study. City Administrator, Bryan Bear, Public <br />Works Director, Scott Anderson, and Lead Worker, Mike Loeffler, met with several firms <br />experienced in site and building planning and design. After comparing three proposals based on <br />price, experience and references, Staff is recommending acceptance of the proposal submitted by <br />Jeffery Oertel of Oertel Architects in the amount of $12,500. Oertel Architects has extensive <br />experience in the planning and design of public works facilities and understands the needs of a <br />Public Works Department. Staff is requesting Council approval for acceptance of the proposal <br />submitted by Jeffery Oertel of Oertel Architects in the amount of $12,500. <br />G.3 Approve Special Event Permit for New Life Church Summer and Fall Events <br />New Life Church, 6000 148th Street North, has applied for a Special Event Permit to hold outdoor <br />events on Sunday, June 9 and Sunday October 6, 2019. A Special Event Permit approved by <br />Council is required because they will be using an amplified sound system. The June event will be <br />an outdoor service at 9 a.m. followed by a potluck. The October event is an outdoor gathering <br />from 2-5:30 p.m. with a small band, hayrides, and outdoor games. Staff recommends Council <br />approve the Special Event Permit for New Life Church for their Spring and Fall events. <br />
