GA Approve Extension of Site Plan and Variances for Multifeeder Technology in the Bald <br />Eagle Industrial Park <br />At its August 6, 2007, meeting, the City Council approved the site plan and variances for a 28,000 <br />square foot manufacturing building submitted by Multifeeder Technology. Approval for site plans <br />expire one year after City Council approval, if a building permit is not approved and construction <br />has not started on the building. The applicant did not construct the building. The applicant is <br />requesting an extension of the site plan and variance approvals. Staff recommends approval of the <br />extension of the site plan and variances, subject to all conditions listed in the approving <br />resolutions. <br />G.5 Approve Matt Drew as Safety Lieutenant on the Hugo Fire Department <br />Matt Drew joined the fire department in December, 2015, and became a regular firefighter in <br />December, 2017, after completing all probation requirements. Fire Chief Kevin Colvard <br />recommends Council approve Matt Drew as Safety Lieutenant on the Hugo Fire Department <br />effective April 1, 2019. <br />G.6 Approve Lawful Gambling Exempt Permit for MSOLE at the Hugo Legion on June 9, <br />2019 <br />The Minnesota Supporting our Law Enforcement (MSOLE) is applying for a Lawful Gambling <br />Exempt Permit to conduct raffles at their event on Sunday, June 9, 2019, to be held at the Hugo <br />American Legion. The permit is issued by the MN Gambling Control Board but must first be <br />approved by the City. Staff recommends Council approve the Lawful Gambling Exempt Permit <br />for MSOLE for their June 9, 2019, event. <br />G.7 Approve Resolution Approving Application for CDA Grant for Hopkins Schoolhouse <br />At its February 4, 2019, meeting, Council moved to market for a public/private partnership for the <br />Hopkins Schoolhouse as recommended by the Hopkins Schoolhouse Committee. The <br />Washington County Community Development Agency provides grants for projects intended to <br />increase redevelopment readiness, spur new business, or assist with removing blighted properties. <br />Staff has received a proposal from WSB to complete a Phase I Environmental Site Assessment, <br />Asbestos and Regulated Materials Survey, and Land Survey for $8,080. Grant amounts less than <br />$10,000 require a match of $.20 to every $1. Staff recommends Council approve the resolution <br />approving application for predevelopment finance funding for the Hopkins Schoolhouse. <br />G.8 Approve Wetland Replacement Plan for Rosemary Apartments <br />To accommodate the construction of a 45-unit apartment complex along Rosemary Way, MWF <br />Properties submitted an application requesting approval to impact wetlands found on site. The <br />applicant is proposing to impact 0.05 acres of wetland. Impacts are to two separate wetlands on <br />the property and will impact a portion on the east side of the project and a portion on the west side <br />of the project. MWF Properties is proposing to replace the wetlands that are impacted through the <br />purchase of wetland credits from an existing approved wetland bank in Rosemary Way Mitigation <br />Area. Based on staff s review of the application and supporting documentation, the requirements <br />under the MN Wetland Conservation Act (WCA) have been met. Staff recommends approval of <br />the MWF Properties application for sequencing and wetland replacement. <br />
