Rosemary Apartments Site Plan and CUP
Page 5
Building Coverage and Lot Coverage
The R-5 zoning district limits maximum lot area to be covered by a building to 40% and
maximum lot area to be covered by impervious surface to 70%. The site plan complies with the
coverage requirements.
Parking
The developer is proposing to satisfy the parking requirements with a combination of ground and
below ground parking.
According to the Section 90-253 PARKING of the City Code, based on the use and the size of
the building the total number of parking spaces required is 99. The developer is proposing 99
parking spaces, which meets the ordinance standards. The developer is proposing parking on the
south side of the building. The vehicle circulation within the parking lot works well. The
developer meets the ordinance standards.
Landscaping
Section 90-181 of the Zoning Ordinance provides landscaping requirements for developments.
The site plan includes tree and shrub locations and species.
The ordinance provides two ways of calculating the required amount of trees and shrubs. One
based on the square footage of the building and one based on the perimeter of the site, whichever
is greater. In order to meet the landscape requirements, 45 overstory deciduous trees, 45
coniferous trees, 42 ornamental trees, and 140 shrubs are required to be installed. The developer
is proposing 62 overstory deciduous trees, 41 coniferous trees, 42 ornamental trees, and 140
shrubs. The developer is substituting 4 of the required coniferous trees with 17 overstory
deciduous shade trees. It's in staff's opinion that this is a good substitution. Not only does the
developer exceed the number of shrubs that are required overall, they are providing several
additional ornamental grasses and perennials. The number of trees and shrubs meet intent the
landscape ordinance.
Although the landscape plan meets the ordinance in regards to counts, the developer shall revise
the landscape plan to comply with the following:
1. Landscaping shall be added to the north side of the building to screen the proposed
condensers.
2. The developer shall provide staff with planting details for landscaping proposed on the
slopes of the property.
Staff will continue to work with the developer on revisions to the landscape plan.
The developer is proposing the ground cover to be seeded with grass and the property will be
irrigated.
