Rosemary Apartments Site Plan and CUP <br />Page 6 <br />Lighting <br />The ordinance requires lighting to consist of cut-off fixtures. Light cast on adjacent property and <br />roads is not to exceed '/2 foot candle measured at the property line or I foot candle measured at <br />the street's centerline. <br />The developer is proposing pole mounted cut-off light fixtures within the parking lot area. The <br />developer is also proposing wall mounted downcast cut-off light fixtures on the building. The <br />developer has provided examples of cut sheet for the lights, but has not decided on a final <br />product to install. Shields will be required on the proposed lights to reduce glare. Prior to the <br />installation, the pole and wall mounted fixtures will need to be reviewed and approved by staff. <br />Fencing and Screening <br />The developer is not proposing any fencing at this time. If fencing is proposed in the future, the <br />location and type shall be reviewed and approved by staff. <br />The developer is not showing the location of any roof top mechanical equipment. The ground <br />mounted is proposed on the north side of the building. Landscaping shall be added to the north <br />side of the building to screen the proposed condensers. <br />The trash enclosure is proposed to be interior to the building on the west side. <br />Streets and Access <br />The development as adequate access from Rosemary Way. <br />Trails/Sidewalks <br />There are sidewalks along both sides of Rosemary Way. The developer is showing a sidewalk <br />connection at Rosemary Way that goes north to the property. There is a sidewalk along the front <br />of the building. <br />The Comprehensive Plan does not show any proposed trails through the site. There are no trails <br />proposed with the development. <br />Building Architecture <br />In 2005, the City Council adopted the Multi -Family Design Guidelines and the developer has <br />provided building elevations and a building rendering for review. <br />The majority of the building will include cement board siding and shake siding, with accents of <br />rock face block and cast stone along the bottom, at the main entrance, and building corners. <br />There is a good color variation in the design. There seems to be a difference in the material <br />colors on the sample board of the colors shown on the building elevations. Staff will continue to <br />work with the developer on the building material colors. There will be a stone sill along the top <br />of the stone as the material transitions to cement board siding.
