Hugo City Council Meeting Minutes for May 6, 2019 <br />Page 7 of 9 <br /> <br /> <br />Weidt made motion, Miron seconded, to move forward with receiving quotes for reclaiming the <br />remaining 5.5 miles of problematic gravel roads. <br /> <br />All Ayes. Motion carried. <br /> <br />Discussion on “No Parking” Resolution for Rosemary Way <br /> <br />At the April 15, 2019, City Council meeting, Council considered the Site Plan and Conditional <br />Use Permit for the Rosemary Apartments. During the discussion, a comment regarding parking <br />on Rosemary Way had come up from an individual in the audience. City Engineer Mark Erichson <br />explained that Rosemary Way was currently designed as a 32-ft wide roadway and was part of the <br />City’s State Aid Roadway system. Currently, there were not any parking restrictions along <br />Rosemary Way. A number of options exist such as leaving the roadway with no parking <br />restrictions, restrict parking on only one side, and restrict parking on both sides. Rosemary Way <br />is a state aid roadway; however, the width doesn’t meet their requirements for parking on both <br />sides of the roadway and the long-term plan for Rosemary Way, as identified in the <br />Comprehensive Plan, would not include parking along Rosemary Way. He recommend Council <br />approve a no parking resolution and post Rosemary Way as no parking. <br /> <br />Haas made motion, Petryk seconded to approve RESOLUTION 2019-23 RESTRICTING <br />PARKING ALONG ROSEMARY WAY FROM EVERTON AVENUE NORTH TO <br />ELMCREST AVENUE NORTH. <br /> <br />All Ayes. Motion carried. <br /> <br />Update on the Yellow Ribbon Network <br /> <br />Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network <br />activities held recently. April’s Burger Night was sponsored by the Washington County Sheriff’s <br />Department. St. Johns Men’s Club will be the May sponsors. Haas shared photos of Girl Scout <br />cookie recipients along with items donated by John Udsteun. The YRN received a “thank you” for <br />assisting a solider in a medical emergency. They also assisted in getting someone help with lawn <br />care, and they provided meals for a sick mom with four kids whose husband was in the Navy. <br />Lions Jayne Hurt was able to get more 3M Command Hooks for care packages, which are high in <br />th <br />demand. June 25, 2019, will be the 10 year anniversary of the Hugo Yellow Ribbon, and a <br />celebration will be held at City Hall. <br /> <br />Schedule Annual Performance Review for City Administrator Bryan Bear <br /> <br />City Administrator Bryan Bear has been employed with the City since May 3, 2004. Bryan <br />served as the Community Development Director until being appointed the City Administrator on <br />November, 7, 2011. Bear recommended Council schedule his annual performance review. <br />Council agreed to add it as an executive session on the agenda for the next regularly scheduled <br />meeting on May 20, 2019. <br /> <br />Community Parks Funding Workshop on Monday, May 13, 2019 <br /> <br />City Administrator Bryan Bear reminded Council a workshop was scheduled for Monday, May <br /> <br />
