Hugo City Council Meeting Minutes for June 3, 2019 <br />Page 6 of 7 <br /> <br />Washington County Public Health Program Manager Jeff Travis explained that the County <br />appreciated the cooperation of staff putting this together. He introduced Kevin Peterson from the <br />Public Works Department who was working on the project plan for the expansion, and Adam <br />Frederick from Public Health and Environment who manages the Environmental Center in <br />Woodbury and would be managing the Hugo site. Travis explained they are having discussions <br />with Ramsey County to have a reciprocal use agreement to make it more convenient for resident <br />in both counties. <br /> <br />Council asked questions about their plan for another environment center, plans on informing <br />residents, and the cost to residents. <br /> <br />Travis stated their goal was to have a site in the north and in the south part of the County. <br />Building Services had been working on finding land for a permanent site for another <br />Environmental Service Center, including land in Hugo. The County’s communication specialists <br />will be designing a promotional campaign and usually worked with cities to put information in <br />newsletters and to have website and social media presence. Travis stated that the service is free to <br />residents, and the County is paying for the operation through its environment charge, which is a <br />fee collected by garbage haulers. He explained to Council the next steps would be to secure land <br />for the environmental center and yard waste site this year. In 2020, they hoped to do the design, <br />build in 2020, and open in 2022. It is in their Capital Improvement Plan to do this but the <br />variable is the land and if there will be development and infrastructure needs on it. The <br />temporary site will open in late September. <br /> <br />Petryk made motion, Miron seconded, to approve the Cooperative Agreement for Operation and <br />Management of the Hugo Yard Waste Collection Site. <br /> <br />All Ayes. Motion carried. <br /> <br />Update on the Yellow Ribbon Network <br /> <br />Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network <br />th <br />activities held recently. Haas talked about Serving the Troops on Saturday, May 25 were the <br />YRN helped serve steaks to families here and in Kuwait. He thanked the St. John’s Men’s Club <br />for sponsoring burger night and donating to the YRN. He showed a picture of the medivac <br />helicopter aviation unit from the Nation Guard with blankets made and donated by Oneka <br />Elementary. The YRN received a letter of appreciation letter from the YSB in Stillwater for a <br />donation to their program that helps families of deployed soldiers. There were pictures of soldiers <br />holding banners made during Burger Night. The Bald Eagle Sportsman Association had their <br />open house on Saturday, and they collected donations. The YRN will have crew staffing the <br />thth <br />Lions kitchen during Good Neighbor Days. June 25 is the YRN’s 10 anniversary celebration, <br />rd <br />and they received a card from state Chaplin Wynn congratulating them. 133 Air Wing asked <br />them to help with their deployment by hosting a picnic next month. Haas talked about the many <br />connections made by the YRN. <br /> <br />Hugo Good Neighbor Days June 6-9, 2019 <br /> <br />City Administrator Bryan Bear reminded Council the Hugo Lions Club will be hosting Hugo <br />Good Neighbor Day on Thursday, June 6 to Sunday, June 9. The Historical Commission will <br />have their display again in the Oneka Room on Saturday and Sunday. The Council had scheduled <br />a meeting to attend the Backyard Rib Fest on Saturday at 4 p.m. Bear also informed Council <br /> <br />
