Hugo City Council Meeting Minutes for June 3, 2019 <br />Page 5 of 7 <br /> <br /> <br />City Administrator Bryan Bear stated that back when drainage and utility easements were given <br />to the City, they were often done through the watershed district. Easements were simply required <br />to be granted over the wetland boundaries, which were not very specific, and they did not serve <br />any drainage or utility need at the time. The wetland boundaries were not very specific. Juba <br />added that a new wetland delineation had been done, which established new wetland boundaries. <br />The new easement would generally be in the same location and it gives the City the right to <br />access the property there. <br /> <br />Larson restated her concern that additional fill on the property may result in more water on theirs. <br /> <br />Weidt advised her to stay in contact with staff to make sure that does not happen. <br /> <br />Raj Alexander, 12796 Ethan Avenue, said he had noticed there is more water coming onto his <br />property. He acknowledged that the water was higher this year. He said his main concern was <br />the same as the other residents; more fill causing more water to drain on his property. <br /> <br />Bear talked about the increase in water levels this year, specifically on Bald Eagle Lake since 7.5 <br />million of gallons daily are discharged into it from White Bear Lake. He suggested Council direct <br />staff to do field visits with these property owners to help resolve their problems. <br /> <br />Haas made motion, Klein seconded, to approve the notice to vacate the drainage and utility <br />easement and additionally direct staff to work with the two property owners who voiced their <br />concerns to make sure they are addressed. <br /> <br />All Ayes. Motion carried. <br /> <br />Approve Operating Agreement and Lease for Compost Site <br /> <br />Community Development Assistant Emily Weber provided background on the current compost <br />site which was originally acquired by the City in 1987 from the State of Minnesota by tax <br />forfeiture for the purpose of compost recycling. The compost site is currently operated by the <br />City, serving Hugo residents, and is a deposit site for grass clippings, leaves, and soft organic <br />matter. No brush, twigs, branches or woody materials are accepted. Washington County and the <br />City of Hugo had been working on a cooperative agreement for the operation and management of <br />a new Hugo yard waste collection site that would be expanded on to property owned by Daniel <br />Bayless to the east. Agreements with the City and Bayless would be concurrent and run to the <br />end of 2022 with a one-year option to extend the lease. The County would take over the <br />operation and management of the yard waste collection site and expand the service to all <br />Washington and Ramsey County residents. The expanded service would include the collection of <br />garden wastes, leaves, lawn clippings, weeds, shrub, and tree waste, along with Source Separated <br />Organic Material (SSOM) or kitchen and food waste. Weber reviewed the site regulations and <br />explained there will be set hours and an attendee will be on site. The County would also address <br />any complaints on the property. Weber explained this site would be temporary until the County <br />found a permanent location. At that time, the County would turn the properties back over to the <br />City and to Bayless after restoring them to their original condition. Weber recommended Council <br />approve the Cooperative Agreement for the operation and management of the Hugo yard waste <br />collection site. <br /> <br /> <br />
