CITY OF <br />_ E$T.1806 <br />Special Event Permit <br />Memorandum <br />To: Hugo City Council <br />From: City Clerk Michele Lindau <br />Date: July 10, 2019, for Council Meeting on July 15, 2019 <br />Re: Breakfast on the Farm Event on Saturday, September 7, 2019 <br />1. BACKGROUND <br />An application has been submitted for a Special Event Permit to hold "Breakfast on the <br />Farm" at the Miron Family Century Farm located at 15250 Homestead Avenue North. <br />This is being sponsored by the Washington -Ramsey County Farm Bureau to celebrate the <br />centennial anniversary of the organization in the Community. This event requires a <br />Special Event Permit because approximately 1,000 people are expected to attend. <br />2. DESCRIPTION OF EVENT <br />The event will take place on Saturday, September 7, 2019 from 8:30-11:30 a.m. A free <br />pancake and sausage breakfast will be served by a licensed food company, and free-will <br />donations will be accepted to support student scholarships. There will be farm tours, <br />milking demonstrations, hay rides, and other family friendly activities. All parking will <br />be on site and managed by volunteers. Washington County Mounted Patrol may be <br />assisting as well. <br />3. CONDITIONS <br />The applicant has provided the City the completed application, fees, and copy of <br />insurance for the event. In accordance with this permit, the applicant shall conduct the <br />event as described on their application and herein in addition to the following conditions. <br />1. Food will be served by a licensed food vendor. <br />2. Applicant will provide adequate bathroom facilities. <br />3. Applicant will provide the City the signed Hold Harmless Agreement. <br />4. Applicant will obtain electrical permits for the event, if necessary. <br />5. If tents are used, they will be installed per manufacturer's instructions. <br />6. Weather conditions will be monitored during the event and delays/cancellations will be <br />determined by the responsible person. <br />7. Applicant will properly dispose of all trash generated as part of this event. <br />F. <br />8. No signage will be place in City or County ROW without prior approval. <br />
