BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON JULY 15, 2019 <br />D.1 Approval of Minutes for the July 1, 2019 City Council Meeting <br />Staff recommends Council approve the above minutes as presented. <br />F.1 Special Event Permit for Breakfast on the Farm <br />An application has been submitted for a Special Event Permit to hold "Breakfast on the Farm" at <br />the Miron Family Century Farm located at 15250 Homestead Avenue North, on Saturday, <br />September 7, 2019, from 8:30 — 11:30 a.m. This event requires a Special Event Permit because <br />approximately 1,000 people are expected to attend. Fran Miron will be in attendance to provide <br />information on the event and request approval of the Special Event Permit. <br />G. 1 Approve Claims Roster <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Pay Voucher No. 1 from Dresel Contracting for 13011 Street Improvement <br />Proiect <br />Dresel Contracting has submitted Pay Voucher No. 1 in the amount of $231,926.45 for work <br />certified through June 30, 2019, on the 130th Street Improvement Project. The contractor has had <br />some delays due to weather, however they are hopeful to have phase 1 back open to traffic by the <br />end of July or beginning of August. Staff recommends Council approve payment to Dresel <br />Contracting in the amount of $231,926.45. <br />G.3 Approve Change Order from CB& I, LLC, for Water Tower No. 4 Proiect <br />CB&I has requested a change to allow the use of different watermain fittings and the ability to <br />blast and prime paint at their shop rather than on site for certain parts of the tower. The <br />contractor provided what is outlined in Change order No. 1 as a $22,000 savings. Staff <br />recommends Council approve Change Order No. 1. <br />GA Approve Resolution for Minor Subdivision and Variance for 14032 Flay Ave. - <br />Moxness <br />Darin Moxness is requesting approval of a minor subdivision and variance for a property located <br />at 14032 Flay Avenue North. The minor subdivision is for the creation of two lots out of one and <br />the variance request is to allow a variance from the shoreland regulations in lot sizes of the <br />proposed lots. At its June 27, 2019 meeting, the Planning Commission considered the <br />applications and held a public hearing. No one spoke at the public hearing. The Commission <br />agreed the request met the criteria necessary to approve the applications and recommended <br />approval to the City Council. Staff recommends Council approve the resolution for a variance <br />and subdivision of property located at 14032 Flay Avenue north. <br />H.1 Public Hearing on Drainage and Utility Easement Vacation for Fable Hills 5' Addition <br />Elmcrest Investments, LLC, is requesting a vacation of the existing drainage and utility easement <br />located over Outlot A, Fable Hill 5th Addition.
