Gopher State Storage Site Plan and Variance <br />Page 3 <br />Building Height <br />The General Industrial zoning district has a maximum building height of 50 feet. The building <br />height will be approximately 48 feet at the highest point. The average height is approximately 44 <br />feet. The proposed plan complies with the height requirements. <br />The existing buildings on the property are approximately 19 feet tall. <br />Building Coverage and Lot Coverage <br />The ordinance limits the lot area to be covered by a building up to 40% and covered by <br />impervious surface up to 80%. The proposed site plan complies with the coverage requirements. <br />Phasing Plan <br />The site plan is showing the building to be constructed in two phases. The first phase is proposed <br />to be approximately 12,000 square feet and the second phase is proposed to be approximately <br />4,600 square feet. <br />Staff recommends that the project be complete as one phase. As an alternative, the Planning <br />Commission could simply approve phase one and any other phases would require site plan <br />approval by the Planning Commission. If there is a desire to approve only phase one, staff would <br />recommend architectural elements to be added to the building. There is more discussion related <br />to architecture/building material under the Architecture/Building Material section of the staff <br />report. <br />Architecture/Building Materials <br />The applicant is proposing a three-story climate controlled storage facility that has a flat roof. <br />The entrance is on the south side of the building. There are offsets horizontally and vertically to <br />break up the massing of the building. The corner details have windows showing storage unit <br />doors. Staff recommends that no signage or images be allowed to be displayed in the windows. <br />The plan shows an entrance canopy on the south side of the building that is colored red. The <br />building materials proposed include precast concrete panels of various brown colors and various <br />textures and red architectural metal. <br />The existing buildings on site are constructed with integrally colored rock face block that are a <br />buff and reddish color. The existing buildings have a pitched roof design. The gabled ends have <br />reddish siding and the roofs are copper color. <br />Since the applicant has changed the site plan and building design, it is a goal to ensure the <br />proposed building is cohesive with the existing buildings and character of the area. Staff has <br />been working with the applicant on the building design over the past several months. While staff <br />believes there has been progress made on the architecture and an effort to design the building <br />with quality materials and attractive details, it is not cohesive with the existing building on site in <br />regards to building materials, colors, and proportion.
