Gopher State Storage Site Plan and Variance <br />Page 2 <br />(R-3) and currently has a single family home with some agricultural activities occurring on the <br />property. <br />B. Existing Site Characteristics <br />The 3.27 acre property does contain some challenges in regards to an existing drainage ditch, <br />floodplain, high ground water, wetlands, right-of-way dedication, and a sanitary sewer pipe <br />going through the property. The stormwater management facilities have been constructed on the <br />property and the buildable area is generally flat. There are four existing buildings on the <br />property. <br />3. BACKGROUND: <br />In 2017, the City Council approved a site plan approving the construction of 7 one-story <br />buildings for a total of 21,700 square feet for a ministorage facility. The buildings were <br />proposed to be a variety of sizes with varying unit sizes. The property was proposed to be <br />developed in two phases. Four buildings have been constructed on the property with the first <br />phase. The site is managed completely electronically with no property management on site. <br />4. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />The City's discretion in approving or denying a variance is limited to whether or not the <br />proposed project meets the standards in the Zoning Ordinance for a variance. The City has a <br />higher level of discretion with a variance because the burden of proof is on the applicant to show <br />that they meet the standards in the ordinance. <br />B. Consistency with Ordinance Standards <br />Site Plan <br />The applicant would like to revise the previously approved site plan and replace the remaining <br />proposed 3 buildings with a three-story climate controlled storage facility with a footprint of <br />approximately 16,600 square feet. The building is generally in the area where the three buildings <br />and drive aisles were proposed. The applicant has stated that the proposed building would <br />contain approximately 400 units of various sizes. <br />
