Bids were open August 15th at Lino Lakes, and the Hugo Council
considered them at their August 19th meeting. Council agreed the bids were too high, likely due
to the time of year, and approved a resolution rejecting all bids. Lino Lakes City Council
rejected the bids at their August 26, 2019, meeting. Council had directed staff to draft an
amendment the Joint Powers Agreement so the project would be rebid in the fall of 2019 and
constructed in the spring of 2020. Staff recommends Council approve the amendment to the
Joint Powers Agreement with the City of Lino Lakes.
G.3 Approve Special Event Permit for Octoberfest Celebration on Saturday, October 5,
2019 at Hugo Legion
The Hugo American Legion has applied for a Special Event Permit to hold a craft show and
Oktoberfest on Saturday, October 5, 2019. The Legion has worked out details with neighboring properties for
parking. The event was held for the first time last year with no problems staff is aware of.
