BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />TUESDAY, SEPTEMBER 3, 2019 <br />D.1 August 19, 2019, Council Meeting <br />Staff recommends Council approve the above meeting minutes as presented. <br />F.1 ISD 624 Bond Referendum — Superintendent Wayne Kazmierczak and Assistant <br />Superintendent for Finance and Operations Tim Wald <br />White Bear Lake School District Superintendent Dr. Wayne Kazmierczak and Assistant <br />Superintendent for Finance and Operations Tim Wald will present information to Council on the <br />Bond Referendum that will be going to the voters on November 5. <br />G.1 Approve Claims Roster <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Amendment to JPA with Lino Lakes for Elmcrest Ave/Cedar St. <br />Improvement Proiect <br />At its March 19, 2019, meeting, Council approved a resolution entering into a Joint Powers <br />Agreement with the City of Lino Lakes for a project to improve 24th Avenue/Elmcrest Avenue <br />and East Cedar Street. Bids were open August 15th at Lino Lakes, and the Hugo Council <br />considered them at their August 19th meeting. Council agreed the bids were too high, likely due <br />to the time of year, and approved a resolution rejecting all bids. Lino Lakes City Council <br />rejected the bids at their August 26, 2019, meeting. Council had directed staff to draft an <br />amendment the Joint Powers Agreement so the project would be rebid in the fall of 2019 and <br />constructed in the spring of 2020. Staff recommends Council approve the amendment to the <br />Joint Powers Agreement with the City of Lino Lakes. <br />G.3 Approve Special Event Permit for Octoberfest Celebration on Saturday, October 5, <br />2019 at Hugo Legion <br />The Hugo American Legion has applied for a Special Event Permit to hold a craft show and <br />Oktoberfest on Saturday, October 5, 2019. A Special Event Permit approved by Council is <br />necessary because alcohol will be sold outdoors, there may be more than 200 people in <br />attendance, it will extend after dark, and there will be amplified music. Vendors will be open <br />from 9 a.m. to 2 p.m. and music and a bean bag tournament until 7 p.m. Alcohol will be served <br />outside in a confined area. The Legion has worked out details with neighboring properties for <br />parking. The event was held for the first time last year with no problems staff is aware of. Staff <br />recommends Council approve the Special Event Permit for the Hugo Legion for their <br />Oktoberfest Event subject to the conditions in the staff memo. <br />GA Approve Resolution Approving Variance for Rosemary Way Apartments <br />MWF Properties is requesting approval of a variance to allow an apartment building to be 45 feet <br />and 7 inches tall at the highest point of the building (roof ridge), where 35 feet is required by <br />
