BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, SEPTEMBER 16, 2019 <br />DA Minutes from the September 3, 2019, City Council Meeting <br />D.2 Minutes from the September 5, 2019, Midyear Budget Workshop <br />D.3 Minutes from the September 7, 2019, Breakfast on the Farm <br />DA Minutes from the September 10, 2019, HBA Networking Breakfast <br />Staff recommends Council approve the above meeting minutes as presented. <br />G.1 Approve Claims Roster <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br />G.2 Approve Annual Performance Review for City Clerk Michele Lindau <br />Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008. <br />Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time <br />employee beginning May 1, 1999. City Administrator Bryan Bear recommends Council approve <br />the annual performance review for City Clerk Michele Lindau. <br />G.3 Approve Annual Performance Review for Public Works Worker Paul Christianson <br />Paul Christianson was hired as a Public Works Worker on September 27, 2004. Public Works <br />Director Scott Anderson recommends Council approve the annual performance review for Public <br />Works Worker Paul Christianson. <br />GA Approve Annual Performance Review for Finance and Public Works Administrative <br />Assistant Amber Lozier <br />Amber Lozier was hired as the Finance and Public Works Administrative Assistant on October <br />8, 2018. Amber Lozier had worked for the City as a temporary scanning technician since <br />February, 2015, helping to scan documents for the Laserfiche project. Finance Director Ron <br />Otkin recommends Council approve the Annual Performance Review for Amber Lozier. <br />G.5 Approve Resolution Approving Preliminary Tax Lew for 2020 <br />At its September 5, 2019, mid -year budget workshop, the City Council listened to a presentation <br />from Finance Director Ron Otkin highlighting revenues and expenditures to -date as well as <br />projections for the 2020 fiscal year. It was the consensus of the Council that the 2020 <br />preliminary tax levy include additional funds, over and above the levy needed to keep a flat tax <br />rate, for the potential issuance of bonds to finance improvements to Lions Park. The total <br />proposed 2020 property tax levy of $8,313,784 will push the urban tax rate to 39.221% of tax <br />capacity while the rural tax rate will increase to 35.329% of tax capacity. The Finance Director <br />believes this levy is sufficient to fund the operating and capital budgets in 2020 and meets the <br />objectives of the City Council and recommends the City Council approve the Resolution <br />Approving the Preliminary Tax Levy Payable in 2020. <br />
