BACKGROUND: <br />Kenneth Short has applied for a Special Event Permit to hold haunted trail walks, to be <br />known as "Hellwoods" during the month of October at Woodloch Stables and the <br />adjacent Macalus property. Hugo City Code requires a Special Event Permit approved by <br />Council for any event that expects over 200 people in attendance, includes amplified <br />music or sound, and/or extends after dusk. <br />2. DESCRIPTION OF EVENT: <br />"Hellwoods" is a Halloween event to take place on the Woodloch Stable (Ramberg) <br />property, 5676 170th Street North, and on approximately 35 acres of the Macalus property <br />adjacent to the activity area on the Ramberg site. The event will take place on Fridays and <br />Saturdays during the month of October and possibly Thursday, October 31st and the first <br />weekend in November, dependent on sales. The event is'expected to draw approximately <br />2,500 people. "Hellwoods" is for individuals 14+ years of age and consists of a 35-45 <br />minute haunted walk through the woods on an established trail. The haunted trail will be <br />open from dust with no entry after 11 p.m. All visitors will be off the premises by <br />midnight. <br />Below are details of the event. <br />• Cost <br />Admission fee for the Woods of Terror will be $20/person. There is no charge for <br />parking. <br />• Traffic/Parking <br />Parking on the site should be sufficient to move cars off the street and into the <br />parking lot efficiently. The parking lot will be located on the event property. <br />Parking will be prohibited along 170th Street. If there are issues with traffic <br />backup on 170th Street, the City will require an amendment to their plan to <br />provide for more parking and/or more parking attendants. There will be a lighted <br />walkway from the lot to the activity area. <br />
