Gopher State Storage Site Plan and Variance <br />Page 3 <br />4. BACKGROUND: <br />In 2017, the City Council approved a site plan allowing the construction of 7 one-story buildings <br />for a total of 21,700 square feet for a ministorage facility. The buildings were proposed to be a <br />variety of sizes with varying unit sizes. The property was proposed to be developed in two <br />phases. Four buildings have been constructed on the property with the first phase. The site is <br />managed completely electronically with no property management on site. <br />5. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />The City's discretion in approving or denying a variance is limited to whether or not the <br />proposed project meets the standards in the Zoning Ordinance for a variance. The City has a <br />higher level of discretion with a variance because the burden of proof is on the applicant to show <br />that they meet the standards in the ordinance. <br />B. Consistency with Ordinance Standards <br />Site Plan <br />The applicant would like to revise the previously approved site plan and replace the remaining <br />proposed 3 buildings with a three-story climate controlled storage facility with a footprint of <br />approximately 16,600 square feet. The building is generally in the area where the three buildings <br />and drive aisles were proposed. The applicant has stated that the proposed building would <br />contain approximately 400 units of various sizes. <br />Building Height <br />The General Industrial zoning district has a maximum building height of 50 feet. The building <br />height will be approximately 48 feet at the highest point. The average height is approximately 44 <br />feet. The proposed plan complies with the height requirements. <br />The existing buildings on the property are approximately 19 feet tall. <br />Building Coverage and Lot Coverage <br />The ordinance limits the lot area to be covered by a building up to 40% and covered by <br />impervious surface up to 80%. The proposed site plan complies with the coverage requirements. <br />
