Approve Amendment to JPA with Lino Lakes for Elmcrest Ave/Cedar St. Improvement <br />Project <br />3. Approve Special Event Permit for Octoberfest Celebration on Saturday, October 5, 2019 at <br />Hugo Legion <br />4. Approve Resolution Approving Variance for Rosemary Way Apartments <br />5. Approve Reduction in Letter of Credit for Adelaide Landing 3rd and 4th Addition <br /> <br />All Ayes. Motion carried. <br /> <br />Approval of Claims <br /> <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br /> <br />Approve Amendment to JPA with Lino Lakes for Elmcrest Ave/Cedar St. Improvement <br />Project <br /> <br />At its March 19, 2019, meeting, Council approved a resolution entering into a Joint Powers <br />Agreement with the City of Lino Lakes for a project to improve 24th Avenue/Elmcrest Avenue <br />and East Cedar Street. Bids were open August 15th at Lino Lakes, and the Hugo Council <br />considered them at their August 19th meeting. Council agreed the bids were too high, likely due <br />to the time of year, and approved a resolution rejecting all bids. Lino Lakes City Council <br />rejected the bids at their August 26, 2019, meeting. Council had directed staff to draft an <br />amendment to the Joint Powers Agreement so the project would be rebid in the fall of 2019 and <br />constructed in the spring of 2020. Adoption of the Consent Agenda approved the amendment to <br />the Joint Powers Agreement with the City of Lino Lakes. <br /> <br />Approve Special Event Permit for Octoberfest Celebration on Saturday, October 5, 2019 <br />at Hugo Legion <br /> <br />The Hugo American Legion had applied for a Special Event Permit to hold a craft show and <br />Oktoberfest on Saturday, October 5, 2019. A Special Event Permit approved by Council was <br />necessary because alcohol will be sold outdoors, there may be more than 200 people in <br />attendance, it will extend after dark, and there will be amplified music. Vendors will be open <br />from 9 a.m. to 2 p.m., and there will be music and a bean bag tournament until 7 p.m. Alcohol <br />will be served outside in a confined area.
