Hugo City Council Meeting Minutes for September 3, 2019 <br />Page 3 of 5 <br /> <br /> <br />properties for parking. The event was held for the first time last year with no problems staff is <br />aware of. Adoption of the Consent Agenda approved the Special Event Permit for the Hugo <br />Legion for their Oktoberfest Event subject to the conditions in the staff memo. <br /> <br />Approve Resolution Approving Variance for Rosemary Way Apartments <br /> <br />MWF Properties had requested approval of a variance to allow an apartment building to be 45 <br />feet and 7 inches tall at the highest point of the building (roof ridge), where 35 feet was required <br />by ordinance. On April 15, 2019, the City Council approved a site plan and Conditional Use <br />Permit for a three-story building with 45 units to be known as Rosemary Apartments. The <br />property is located on Rosemary Way and west of Everton Avenue in the Frenchman Place <br />development. At its Thursday, August 22, 2019, meeting, the Board held a public hearing and <br />considered the request. The Board agreed that it met the criteria necessary to approve the <br />request and unanimously recommended approval to the City Council. Adoption of the Consent <br />Agenda approved RESOLUTION 2019-35 APPROVING A VARIANCE FOR MWF <br />PROPERTIES FOR AN APARTMENT BUILDING ON THE PROPERTY LOCATED <br />NORTH OF ROSEMARY WAY AND WEST OF EVERTON AVENUE NORTH. <br /> <br />Approve Reduction in Letter of Credit for Adelaide Landing 3rd and 4th Addition <br /> <br />Adelaide Landing 3rd and 4th Additions had significant work completed to date, and the <br />developer was requesting a reduction in the letter of credit for both the 3rd and 4th Additions. <br />The current letter of credit for the 3rd Addition was in the amount of $842,744. Staff had <br />inspected the work completed to date and recommended Council approve the reduction in the <br />letter of credit to $225,150 based on the value of work remaining to be completed. The current <br />letter of credit for the 4th Addition was in the amount of $463,267. Staff had inspected the work <br />completed to date and recommended Council approve the reduction in the letter of credit to <br />$334,767 based on the value of work remaining to be completed. Adoption of the Consent <br />Agenda approved the reduction in the letters of credit. <br /> <br />Yellow Ribbon Network Report <br /> <br />Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow <br />Ribbon Network activities held recently. Haas shared pictures of a recent packing event held in <br />White Bear Lake hosted by Loukes who raised over 1,000 pounds of care package items. A <br />thousand cupcakes set in the shape of a flag were donated by Grandmas Bakery. The White Bear <br />Lions paid for the postage. The last Burger Night sponsor was Xcel Energy, and they served 160 <br />burgers. Haas talked about Xcel’s Dollars for Doing program where the company matches <br />employee donations. Haas attended the MN State Fair Military Appreciation Day to tell the Yellow <br />Ribbon story and gain support for the troops. Jdog donated a chair to a veteran. The YRN helped <br />organize a pheasant hunt for 24 soldiers in the St. Cloud area. On September 28th, the Fry Group <br />will be hosting their Ribfest. All donations will go to the YRN. Also on March 28th is the Military <br />Youth Hunt at Wild Wings. The YRN will be sponsoring a family pre-deployment picnic and will <br />be providing lunch for 2,500 people. <br /> <br /> <br />
