HUG16015-Parks, Trails, and Open Space DRAFT Chapter 7
08/16/17

Recreation Facilities
Hugo’s park system supports a wide array of parks and amenities within those parks. Facilities are a type of amenities provided in a park. The concentration and number of recreational amenities characterize the park as either active or passive. With
over xx acres of parkland, the parks system provides many opportunities for active and passive recreation. Parks can consist of one type of facility that is the programming for the whole park or they can have a combination of active and passive
recreation areas. Neighborhood and Community Parks often provide both active and passive recreation amenities.
Active Recreation Areas
Active Recreation areas have a more urban character and are highly programmed for activities. Examples of active recreation areas and facilities operated by the City of Hugo include playgrounds, soccer fields and sand volleyball. Active recreation
facilities are typically more costly to develop and operate over time. Development of these facilities generally take into consideration the extent of the user base, life cycle management costs and existence of similar facilities in or near the community.
Passive Recreation Areas
Passive Recreation areas have little to no programming beyond picnic shelters, open space, or open rectangular fields for use that is unstructured and informal. Some passive recreation areas provide no more than a trail. Passive or community
recreation facilities are usually less expensive to develop and maintain.
