Background <br /> <br />As part of the 2040 Comprehensive Plan update, the City held several meetings with residents, <br />Commissioners and Council to gather feedback and understand community priorities. On August 08, <br />2017 staff held an open house with the public to understand the public’s priorities for park <br />development and goals. Attendance at the open house was light, therefore, staff will be posting a <br />new online survey to provide an additional opportunity for residents to provide input. <br /> <br />At the last meeting in June staff asked the Planning Commission to approve proposed changes and <br />updates to the Parks, Trails, and Open space plan. The purpose of the August 16, 2017 is to: <br /> <br />1. Review the proposed direction of the Parks, Trails and Open Space chapter. <br />2. Discuss park development priorities <br /> <br />2. Summary <br /> <br />Draft Parks, Trails and Open Space Chapter <br /> <br />Staff has prepared a draft outline of the Parks, Trails and Open Space Chapter that has been re- <br />organized to: <br />1. Clearly defined guiding principles for parks development. The proposed principles were <br />developed based on policy statements from the 2030 Comprehensive Plan, feedback from <br />the Commission and residents in 2017, and reviewed for consistency with Minnesota’s State <br />Comprehensive Outdoor Recreation Plan. <br />2. Provide specific locational criteria to aid staff and Commissioners in making decisions about <br />parkland and trail acquisition, facility development and design. <br />3. Create a robust implementation plan with tasks and timing for completion. <br /> <br />This is a working document that is intended to give Commissioners a first look at the new outline. <br />The final draft document will have enhanced graphic design and will be streamlined into an <br />interactive PDF.
