217COMPREHENSIVE WATER SUPPLY <br />AND DISTRIBUITION PLAN <br />2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />Water Conservation <br />Water conservation programs are intended to reduce demand for <br />water, improve the efficiency in its use, and reduce the loss and waste <br />of water� Longterm conservation measures that improve overall water <br />use efficiencies can help reduce the need for short-term conservation <br />measures� Water conservation is an important part of water <br />resource management and can also help utility managers satisfy the <br />everincreasing demands being placed on water resources� <br />Minnesota Statutes 103G�291 requires public water suppliers to <br />implement demand reduction measures before seeking approval to <br />construct new wells or increase their authorized volumes of water� <br />Minnesota Rules 6115�0770, require water users to employ the best <br />available means and practices to promote the efficient use of water. <br />Conservation programs can be cost effective when compared to <br />the generally higher costs of developing new sources of supply or <br />expanding water and/or wastewater treatment plant capacities�
