Image Placeholder <br />218COMPREHENSIVE WATER SUPPLY <br />AND DISTRIBUITION PLAN <br />2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />2040 COMPREHENSIVE PLAN UPDATE <br />Conservation Goals <br />The DNR has established water conservation goals for eight major <br />areas of water use: <br />1� Metering and Unaccounted Water: The American Water Works <br />Association (AWWA) recommends that every water utility system <br />meter all water taken into its system and all water distributed from <br />its system at its customers’ points of service� An effective metering <br />program relies upon periodic performance testing, repair, and <br />maintenance of all meters� AWWA also recommends that utilities <br />conduct regular water audits to ensure accountability� Table <br />9-6 presents a summary of the 2016 number and maintenance <br />schedule for customer meters� Table 9-7 presents a summary of <br />the number and maintenance schedule for water source meters� <br />Currently there are no known unmetered connections to the City <br />of Hugo’s water system� The American Water Works Association <br />(AWWA) recommends that unaccounted water not exceed 10% <br />of the City’s total average annual volume of water consumed� In <br />the last five years, the City of Hugo’s unaccounted for water was <br />approximately 2�7% of the City’s average annual volume of water <br />consumed� As this is below the recommended 10%, the City is <br />not required to implement conservation methods in response <br />to unaccounted water; however, it is important to monitor the <br />amount of unaccounted water regularly as it is a good indication <br />of pipe breaks or system failures� Water audits can be used to <br />identify, quantify, and verify water and revenue losses, and the City <br />evaluates the volume of unaccounted water each billing cycle� In <br />addition, the City performs lead detection and surveys periodically <br />as need, and in conjunction with street reconstruction projects� <br />2� Per Capita Demand: The DNR recommends a residential per <br />capita water demand goal for communities within the Twin Cities <br />Metropolitan Area of 75 gallons per capita per day (GPCD)� In the <br />last five years, the City of Hugo averaged a residential per capita <br />demand of 67 GPCD, which is within the DNR’s recommended <br />target� The City will continue enforcement of the lawn watering <br />restriction during the summer months to maintain low residential <br />demand� The City’s stormwater reuse projects have also reduced <br />residential water demand for irrigation� <br />3� Demand Reduction: The City is also making efforts to reduce <br />non-residential water demands� The City will explore opportunities <br />for water reuse with its institutional, commercial, and industrial <br />customers� The City will also continue rebate programs for <br />irrigation which reduce outdoor water use� <br />Table 9-6 Customer Meters <br />Number of <br />Customers <br />Number of <br />Metered <br />Connections <br />Average <br />age/meter <br />replacement <br />schedule <br />Residential 3,161 3,161 12 / N/A <br />Irrigation 97 97 12 / N/A <br />Commercial 76 76 12 / N/A <br />Industrial 22 22 12 / N/A <br />Total 3,356 3,356 <br />Table 9-7 Water Source Meters <br />Number of <br />Meters <br />Meter testing <br />schedule <br />(years) <br />Average <br />age/meter <br />replacement <br />schedule <br />(years) <br />Water Source <br />(Wells)5 When <br />Required 16 / N/A
