231COMPREHENSIVE WATER SUPPLY <br />AND DISTRIBUITION PLAN <br />2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 <br />for review only <br />Federal Emergency Response Plan <br />Section 1433(b) of the Safe Drinking Water Act as amended by the <br />Public Health Security and Bioterrorism Preparedness and Response <br />Act of 2002 (Public Law 107-188, Title IV – Drinking Water Security <br />and Safety) requires community water suppliers serving over 3,300 <br />people to prepare an Emergency Response Plan� The City of Hugo <br />has completed a Federal Emergency Response Plan and submitted <br />the required certification to the U.S. Environmental Protection <br />Agency� The following information supplements and summarizes <br />the information contained in that document and this information is <br />specific to the City’s existing water system, including the allocation and <br />demand reduction procedures and enforcement� <br />Operational Contingency Plan <br />An operational contingency plan that describes measures to be <br />taken for water supply mainline breaks and other common system <br />failures, as well as routine maintenance, is recommended by the State <br />Department for all utilities� The City of Hugo’s water utility currently <br />has an operational contingency plan� A contact list for contractors and <br />suppliers is included in a water emergency telephone list included in <br />Appendix 9-5� <br />Allocation and Demand Reduction <br />Procedures <br />As contained in the Federal Emergency Response Plan, the <br />emergency response lead is to be the City’s Public Works Director <br />and the alternate emergency response lead will be designated by the <br />Public Works Director� <br />The current contact information for these personnel is: <br />Emergency Response Lead: Scott Anderson <br />Phone: (651) 755-6468 <br />Email: sanderson@ci�hugo�mn�us <br />Alternate Emergency Response Lead: Mike Loeffler <br />Phone: (651) 248-4683 <br />Email: mloeffler@ci.hugo.mn.us
