Image Placeholder ACOMPREHENSIVE SANITARY SEWER PLAN 2040 COMPREHENSIVE PLAN UPDATE DRAFT Dec14-17 for review only Growth Projections The City of Hugo experienced stable growth between 1900 and 1960; however, it grew at a high rate between 1960 and 2000 with approximately 44% growth between 1990 and 2000� Although the city’s population doubled from 2000 to 2010, its growth has slowed to approximately 10% growth since 2010.
