29COMMUNITY BACKGROUND2040 COMPREHENSIVE PLAN UPDATE <br />DRAFT Dec14-17 <br />for review only <br />DRAFT Dec14-17 <br />for review only <br />Regional Transportation Projects <br />Interstate 35W and 35E are the major transportation corridor <br />links between the northeast suburbs and the TCMA� The I-35W/E <br />coalition was formed with a commitment to advocate for interchange <br />improvements and additional capacity within this corridor� The coalition <br />includes both Anoka and Washington Counties and a number of local <br />cities and townships including Hugo� The coalition is focusing on the <br />improvement of the CSAH 8/14 and I-35E interchange directly west of <br />the City in Lino Lakes� Federal funding has been secured for a portion <br />of the project and it has been completed� <br />Public Transit <br />Park and Ride Transportation <br />There are no existing or planned Park and Ride transportation facilities <br />in the City of Hugo� The nearest park and ride facilities that provide <br />transit options to workers commuting to the Twin Cities Metro Region <br />are located to the west of Hugo in the City of Centerville and to the <br />south in Vadnais Heights and White Bear Lake� Because there are <br />no public transit facilities located within the City of Hugo, we can <br />reasonably assume that some of the working residents of Hugo are <br />utilizing the park and ride facilities in other communities� It is important <br />for the City to recognize these commuters and plan accordingly for <br />future transportation facilities� <br />Transit <br />There are no existing regular public transit routes that directly access <br />the Twin City Metro Area from the City of Hugo� However, transit <br />service options are available to transit dependent seniors in Hugo by a <br />Dial-a-Ride service provided by Human Services Inc� <br />Hugo is currently outside of the Metropolitan Transit Taxing District but <br />is within the area of potential transit service expansion� The southwest <br />portion of the City is within Market Area III and the remaining portion <br />is in Market Area IV� Future service options for Market Area III include <br />peak-only express, small vehicle circulators, mid-day circulators, <br />special needs para-transit and ridesharing� Future service options for <br />Market Area IV include an expanded dial-a-ride program, a volunteer <br />driver program and ridesharing� <br />Hugo is also located within the Rush Line transit corridor study area <br />that extends from St� Paul in Ramsey County to Hinckley in Pine <br />County. The study has identified potential transit improvements such <br />as commuter rail and express commuter buses to serve the corridor� <br />It is anticipated that these transit lines would operate within dedicated <br />right-of-way along Interstate 35E (directly west of the City) and TH <br />61� There are no formal plans for these transit improvements and <br />construction will not begin until funding becomes available, which <br />is likely not within the foreseeable future� However, keeping these <br />potential transit corridors in mind now will allow the City of Hugo to <br />plan effectively for the future� Preserving right-of-way and promoting <br />higher density along the planned transit corridors is encouraged by the <br />Metropolitan Council�
