Request for a sketch plan review for the “South Arcand <br />property” for a development called Terre De L’eau consisting of 296 <br />residential lots on 197.5 acres east of Highway 61 and north of 130th Street <br /> <br />DATE: June 29, 2016 for the Parks Commission meeting of July 13, 2016 <br /> <br /> <br />1. INTRODUCTION: <br /> <br />A sketch plan application has been received from the Excelsior Group. The applicant is <br />looking for informal comments from the Parks Commission prior to submitting a formal <br />application. A recommendation from the Parks Commission is not needed at this time. <br /> <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting review and comments on a sketch plan for 296 residential lots <br />on 197.5 acres. The gross density of the project is 1.5 units per acre and the net density is <br />2.5. The property is zoned Single Family Detached Residential (R-3). The properties to <br />the north, south and east are zoned R-3 and are occupied by townhomes and single family <br />homes. The property to the west, across Highway 61, is occupied by industrial uses. <br /> <br />The applicant will be requesting a rezoning from R-3 to PUD. The developer is <br />requesting a PUD to allow development flexibility for lot width, lot size, and setbacks. In <br />exchange for this flexibility, the city expects a higher level of design and amenities <br />within a project. The applicant has indicated that they will provide landscaped streets, <br />decorative lighting, trails, a public park and stormwater reuse system to irrigate the park <br />and home sites. <br /> <br />The applicant is proposing a variety of lot widths and product types. They range from <br />villas on 45’ wide lots to single family homes on 90’ wide lots. <br />
