- 2 - <br />Excelsior Group <br />July 13, 2016 <br />There will be a need for a traffic analysis so that the intersections and roadways can be <br />evaluated in light of the anticipated increase in traffic. The developer may be responsible <br />for the recommended upgrade of 130th Street to an urban-section collector between <br />Highway 61 and Goodview Avenue as outlined in the City’s long-range plans. The <br />Planning Commission and City Council will evaluate the street and access plans. <br /> <br />The property has some significant stands of trees and has 35 acres of wetlands. The <br />applicant is showing landscaping and tree-lined buffers between the development and <br />Highway 61 and existing developments. A more detailed landscaping plan will be <br />required with the Preliminary Plat. <br /> <br /> <br />3. CONSISTENCY WITH COMPREHENSIVE PLAN: <br /> <br />Trails <br /> <br />The applicant is showing a trail system that connects the residential areas to the park, as <br />well as to the adjacent neighborhoods and other nearby parks. The trail system is shown <br />to provide a recreational experience that takes advantage of the view sheds of the natural <br />areas. A connection to the existing trail along Flay Avenue North in Beaver Ponds is <br />shown. This connection is shown to be made at the entrances of the developments along <br />130th Street. An additional trail connection to 130th Street is shown at the second <br />entrance to the development. <br /> <br />A trail is shown along the north side of 130th Street in the City’s Trails Plan. This should <br />be shown on the plans and completed with reconstruction of 130th Street. This would <br />provide connections to the future extension of the Hardwood Creek Regional Trail and <br />future trail along Goodview Avenue. <br /> <br />Sidewalks shall supplement the connections provided by the proposed trail system. <br />Sidewalks along City streets are required in developments with lot widths less than 80 <br />feet. This would include a sidewalk along the primary north-south road in the <br />development that is recommended to connect to the proposed trail network. Sidewalks <br />are also required in the villa and detached town home areas. It is recommended that these <br />be constructed to connect to the proposed trails and provide walking loops. <br /> <br />Open Spaces/Parks <br /> <br />The Parks, Trails, and Open Space Plan shows a strong immediate need for a park in this <br />area. This property is in Neighborhood Park Service Area 4 which includes the Birch <br />Tree Ponds, Country Ponds and Pineview Meadows developments. A park is not <br />currently available to residents in this service area without crossing a collector street. <br />The applicant is showing an active park that is centrally located in Neighborhood Park <br />Service Area 4. The park is connected to the passive park areas, extensive trail system, <br />and the existing residential developments. <br />
