- 3 - Excelsior Group July 13, 2016 The applicant is showing the large active park area may include: pickleball courts, ½ court basketball, play equipment (tot lot, independent play, and swings), park shelter, 30 parking stalls, sand volleyball, open play area, and a soccer field. A potential playfield is also shown. It is unclear what would be included in the playfield and it seems disconnected from the rest of the active park area. The applicant may consider relocating the playfield area to be accessible from the active park area in order to be considered for parkland dedication. It is recommended that the soccer field, potential playfield, and other active play areas be accessible from the parking areas. 3. CITY OWNED PROPERTY The City owns 18-acres of land, consisting of some wetlands, on the west side of the site, which is adjacent to the parkland. The applicant is proposing to use a portion of the property for needed stormwater ponds. They are also proposing to construct a trail on the property to make it useful as a passive park area. The City-owned outlot is not included in the park dedication calculation. 4. PARK DEDICATION REQUIREMENTS: The developer is required to dedicate land, pay a fee, or a combination of land and fee. The park dedication section of the City Code requires the applicant dedicate 10% of the developable acres for park land with a density of up to 3.99 units per acre. The current park dedication fee is $2,400 per unit. At this time, the developer has indicated that they would be dedicating a combination of land and fee. In addition, they are also proposing to make improvements to the active park area. The applicant has indicated that there are 121 acres of developable land and a density of 2.5 units per acre. Therefore, they would be required to dedicate 12.1 acres of park land. The applicant is showing (per a revised park land calculation) 10.2 acres of park land, excluding wetlands and easements. In this case, the applicant would have 1.9 acres remaining to meet the required land dedication or 15.7% of the requirement. A fee could be considered by the Park Commission for the remaining 15.7% of the park dedication requirement. The applicant shall pay the fee that is in effect at the time of final plat. Currently, the fee is $2,400. Therefore, the remaining dedication would be $111,533. (296 units * 15.7% * $2,400) 5. CONCLUSION: No formal action is required at this time.
