- 3 - <br />Excelsior Group <br />July 13, 2016 <br />The applicant is showing the large active park area may include: pickleball courts, ½ <br />court basketball, play equipment (tot lot, independent play, and swings), park shelter, 30 <br />parking stalls, sand volleyball, open play area, and a soccer field. A potential playfield is <br />also shown. It is unclear what would be included in the playfield and it seems <br />disconnected from the rest of the active park area. The applicant may consider relocating <br />the playfield area to be accessible from the active park area in order to be considered for <br />parkland dedication. It is recommended that the soccer field, potential playfield, and <br />other active play areas be accessible from the parking areas. <br /> <br /> <br />3. CITY OWNED PROPERTY <br /> <br />The City owns 18-acres of land, consisting of some wetlands, on the west side of the site, <br />which is adjacent to the parkland. The applicant is proposing to use a portion of the <br />property for needed stormwater ponds. They are also proposing to construct a trail on the <br />property to make it useful as a passive park area. The City-owned outlot is not included <br />in the park dedication calculation. <br /> <br /> <br />4. PARK DEDICATION REQUIREMENTS: <br /> <br />The developer is required to dedicate land, pay a fee, or a combination of land and fee. <br />The park dedication section of the City Code requires the applicant dedicate 10% of the <br />developable acres for park land with a density of up to 3.99 units per acre. The current <br />park dedication fee is $2,400 per unit. At this time, the developer has indicated that they <br />would be dedicating a combination of land and fee. In addition, they are also proposing to <br />make improvements to the active park area. <br /> <br />The applicant has indicated that there are 121 acres of developable land and a density of <br />2.5 units per acre. Therefore, they would be required to dedicate 12.1 acres of park land. <br />The applicant is showing (per a revised park land calculation) 10.2 acres of park land, <br />excluding wetlands and easements. In this case, the applicant would have 1.9 acres <br />remaining to meet the required land dedication or 15.7% of the requirement. <br /> <br />A fee could be considered by the Park Commission for the remaining 15.7% of the park <br />dedication requirement. The applicant shall pay the fee that is in effect at the time of <br />final plat. Currently, the fee is $2,400. Therefore, the remaining dedication would be <br />$111,533. (296 units * 15.7% * $2,400) <br /> <br /> <br />5. CONCLUSION: <br /> <br />No formal action is required at this time. <br /> <br /> <br />
