The western parcel (40 acres) is guided as Low Density Residential (LD) while the <br />eastern parcel (80 acres) is guided as Medium Density Residential (MD) according to the <br />2030 Land Use Plan. The developer has indicated that they may request a Planned Unit <br />Development (PUD) in order to meet density requirements. In exchange for the proposed <br />PUD, the developer is expected to have a higher quality development with valued <br />amenities. The developer has not indicated what they would be giving back to the City in <br />exchange of PUD flexibility, however, the developer has indicated the development will <br />offer trail and sidewalk connections within the development and a public park <br />3. CONSISTENCY WITH COMPREHENSIVE PLAN: <br />Trails <br />The Trail and Sidewalk Plan shows trails along Oneka Parkway and Farnham Avenue <br />North. The trails are constructed along these roadways in the properties south of the <br />proposed development. The trails are shown to continue northward beyond proposed <br />development. <br />Sidewalks shall supplement the connections provided by the proposed trail system. <br />Sidewalks along City streets are required in developments with lot widths less than 80 <br />feet. There is an existing sidewalk on Falcon Avenue north that should connect north <br />through the development. Although not shown on the concept plan, the developer has <br />indicated that trail and sidewalk connections will be made to existing connections to the <br />south. Staff has requested that connections also continue to future developments to the <br />north. <br />Open Spaces/Geenways <br />The developer is proposing a park on the east side of the development. This park is <br />within the City's greenway corridor, which is an area that has been identified for having <br />significant natural resources. The desire with greenway corridors is to preserve large <br />connecting blocks of natural resources as open space. There are large pieces of open <br />space owned by either the City of Hugo or homeowners association to the south in the <br />Waters Edge and Creekview Preserve neighborhoods that would connect. <br />Parks <br />This development is in Neighborhood Park Service Area 2 which is served by Lions <br />Park, Frog Hollow Park, Oneka Elementary School and Heritage Ponds Park. Frog <br />Hollow Park is within walking distance and has a playground. Oneka Elementary has a <br />mixed purpose ball field and playground that are available outside of school hours for <br />residential use. A park with a large open play area and other park facilities is desirable. <br />The developer has prepared a concept of what the park could look like. Currently, the <br />developer has not indicated what would be constructed or paid for with their park <br />-2- <br />November 15, 2017 <br />
