Request for a sketch plan review of "Creekside <br />Heights" consisting of 251 residential homes on 132 Acres east of <br />Highway 61 and west of Oneka Lake <br />DATE: October 6, 2017 for the Parks Commission meeting of October 18, 2017 <br />1. INTRODUCTION: <br />A sketch plan application has been received from the Lincoln Group. The applicant is <br />looking for informal comments from the Parks Commission prior to submitting a formal <br />application. A recommendation from the Parks Commission is not needed at this time. <br />2. DESCRIPTION OF REQUEST: <br />The applicant is requesting comments on a sketch plan for a subdivision of the 132-acre <br />site and development of 251 housing units. The housing units are proposed to be a <br />combination of single family, villa, and townhomes. The gross density is 1.9 units per <br />acre and the net density is 3 units per acre. The property is currently vacant and does <br />contain some challenges regarding wetland, existing drainage ditch and high ground <br />water. <br />The applicant will be requesting a Planned Unit Development (PUD) for the Creekside <br />Heights development. The use of the PUD zoning also allows for a greater variety of <br />uses, internal transfers of density, construction phasing, and a potential for lower <br />development costs. In exchange for this enhanced flexibility, the city has the expectation <br />that the development plan will result in a significantly higher quality and more sensitive <br />proposal than would have been the case with the use of other, more standard zoning <br />districts. <br />The plan shows 251 proposed residential lots, stormwater ponding areas, open space, <br />sidewalk and trail connections, and road connections. <br />-1- <br />Lincoln Group <br />October 18, 2017 <br />
