The applicant is proposing a variety of lot widths and product types. They range from <br />townhouses on 30' wide lots to single family homes on 65' wide lots. <br />The site has a significant stands of trees at the south end of the development bordering <br />the existing neighborhood. A portion of the trees appear to be shown on the plan, <br />however, it is unclear how or what amount that will be removed or preserved. The site <br />also has approximately 25 acres of wetlands. It is anticipated that a small portion of <br />wetlands will be impacted. The developer will be required to submit wetland impact and <br />mitigation plans as well as a tree inventory and tree preservation plan. <br />3. CONSISTENCY WITH COMPREHENSIVE PLAN: <br />Trails <br />The Trail and Sidewalk Plan shows a proposed trail along Goodview Avenue North, a <br />trail around Oneka Lake, and a trail connection east to west to Highway 61. The <br />applicant is showing a trail along Goodview Trail North and a portion of Goodview <br />Avenue North, making the connection to the neighborhood sidewalks to the south. The <br />applicant is also showing a trail around Oneka Lake and a few connections within the <br />development. A connection out to Highway 61 is shown that would connect with the <br />Hardwood Creek Trail and the existing trail along 159t' with a crossing. The concept <br />plan indicates that the developer will meet the minimum requirements for trails. <br />Sidewalks shall supplement the connections provided by the proposed trail system. <br />Sidewalks along City streets are required in developments with lot widths less than 80 <br />feet. Sidewalks would be required along all streets in this development based on the <br />proposed lot widths. <br />Open Spaces/Parks <br />This development is in Neighborhood Park Service Area 8, which includes the Sweet <br />Grass Meadows and Oneka Lake residential developments. The area is served by Oneka <br />Lake Park and also includes the future park currently occupied by the Bernin family and <br />the public boat launch on Oneka Lake. The majority of the proposed development is <br />within .5 miles of the Oneka Lake Park, satisfying the standard outlined in the Parks, <br />Trails, and Open Space Plan. However, it is likely that an additional neighborhood park <br />will be needed with any additional development further north. <br />4. PARK DEDICATION REQUIREMENTS: <br />The developer is required to dedicate land, pay a fee, or a combination of land and fee. <br />The park dedication section of the City Code requires the applicant dedicate 10% of the <br />developable acres for park land with a density of up to 3.99 units per acre.
