BACKGROUND MEMO FOR THE HUGO CITY COUNCIL MEETING <br />MONDAY, NOVEMBER 4, 2019 <br />DA 1. October 21, 2019, City Council Meeting <br />Staff recommends Council approve the minutes for the City Council meeting held on October <br />21, 2109, as presented <br />F.1 Recognition of the Hugo Yellow Ribbon Network — State Representative Bob Dettmer <br />State Representative Bob Dettmer will be in attendance to recognize the Hugo Yellow Ribbon. <br />F.2 Washington County Historical Society Presentation on New Heritage Center <br />The Washington County Historical Society has launched a $5 million capital campaign for a <br />Heritage Center to be located at 1862 South Greeley Street in Stillwater. The facility will include <br />exhibit spaces, climate -controlled storage areas, research library, and space for educational <br />programs. WCHS Board Treasurer Tom Simonet and Executive Director Brent Peterson will <br />present their plan to the Council and answer questions. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Annual Performance Review for Public Works Worker <br />Kraig Pettee was hired as a Public Works Maintenance Worker starting November 12, 2018. <br />Kraig had worked the three previous summers as a seasonal worker. Public Works Director <br />Scott Anderson recommends Council approve the annual performance review of Public Works <br />Worker Kraig Pettee. <br />G.3 Approve Annual Performance Review for Community Development Assistant Emily <br />Weber <br />Emily Weber was hired as a Community Development Assistant starting November 26, 2018. <br />Community Development Director Rachel Juba recommends Council approve the annual <br />performance review of Community Development Assistant Emily Weber. <br />GA Approve Resolution Establishing Water and Sewer Rates for 2020 <br />Last year the City Council adopted a resolution approving a pro -forma financial guide for water <br />and sanitary sewer operations and established service rates. The Finance Department was <br />directed to update the financial guide and review service rates on an annual basis going forward. <br />The Finance Director has updated the pro -forma for the 2020 fiscal year and the service rates <br />needed to fund operations. Staff recommends Council approve the resolution adopting the pro - <br />forma financial guide for water and sanitary sewer operations for the 2020 fiscal year and the <br />recommended rate schedule. <br />
