14669 Fitzgerald Avenue North, Hugo, MN55038 • (651) 762-6300 • www.cLhugo.mn.us <br />TO: Honorable Mayor Tom Weidt and Members of the City Council <br />FROM: Bryan Bear, City Administrator <br />SUBJECT: 2020 Salary Resolution <br />DATE: For the City Council Meeting of December 02, 2019 <br />DESIRED COUNCIL ACTION <br />Adoption of Resolution Setting 2020 Salaries and Employee Reimbursement Levels <br />CITY COUNCIL DIRECTION <br />At the mid -year budget workshop the City Council indicated their willingness to adjust the City's salary matrix by 3% and <br />to grant step increases to those employees who have not yet reached their pay grade maximums. After consulting with <br />Department Heads, and with the assistance of the Finance Department, the City Administrator hereby submits the <br />attached salary resolution for City Council consideration. <br />SALARY ADJUSTMENTS <br />The proposed resolution incorporates the Council's direction to staff as stated above. Ten of the city's 26 full-time <br />employees will receive step increases. Last year, a pay differential of $120/pay period was added to the Mechanic's <br />position for the use of personal tools in the performance of his duties. This pay differential will increase to $125/pay <br />period. The net aggregate dollar increase due to a 3.0% cost of living adjustment equals $57,749. The overall net <br />aggregate dollar increase equals $90,527, of which $74,235 is contained in the general fund budget. The remainder is <br />included in the water and sewer operating fund. The overall budget for employee wages will increase by 4.7%. It is <br />worth noting that the planner position is currently vacant. This position appears on the salary resolution at the <br />corresponding pay grade minimum. <br />FIRE DEPARTMENT RETENTION PLAN <br />The salary resolution contains a provision whereby firefighters who have completed at least 5 years of service (but less <br />than ten) on the department as of 01/01/20 will receive an additional $0.50 per hour. In addition, officer pay has been <br />increased 3% and the hourly firefighting rates have been adjusted by 14% (on average) to bring them in line with <br />current market rates. <br />MEAL REIMBURSEMENT <br />Last year staff recommended that the salary resolution provide for these reimbursement levels rather than the <br />Personnel Policy. The proposed levels are based on rates published annually by the federal General Services <br />Administration. The resolution reflects the rates for the Minneapolis/St. Paul metropolitan area. Reimbursement for <br />travel to destinations outside this area will be based on the GSA's published rates for that particular destination. Costs <br />for meals above these levels will not be reimbursed. <br />
