www.d.hugamn.us 651-762-6300 <br />Job Description <br />Position Title: Assistant Building Official <br />Department: Building Department <br />Immediate Supervisor's Title: Building Official <br />Pay Grade:7 <br />Salary Range: $63,787 to $83,098 <br />PURPOSE <br />The primary purpose of the position of Assistant Building Official is to perform technical and <br />specialized work while administering and enforcing State and City construction -related codes and <br />ordinances. The Assistant Building Official will conduct inspections and execute plan reviews to <br />ensure compliance with applicable standards. The selected individual will also process applications, <br />issue permits and respond to information requests. The Assistant Building Official will serve as the <br />City's Assistant Zoning Administrator and will be responsible for assisting with the administration <br />and enforcement of the City's zoning and subdivision ordinances as well as pertinent provisions of <br />the Comprehensive Plan. <br />ORGANIZATIONAL RELATIONSHIPS <br />Reports to: Works under the general direction of the Building Official <br />Communicates with: Internally - City Administrator, Administration staff, City department heads and <br />City Council; Externally - County staff, various state agencies, contractors, engineers, architects, <br />residents and the general public. <br />Supervises: Assists in general and technical supervision over building department staff. <br />ESSENTIAL FUNCTIONS <br />• Performs on -site inspections and enforce construction related -codes including the building, <br />plumbing, mechanical, accessibility, fire, energy and other applicable municipal, state and <br />federal regulations. Enforce City ordinances related to zoning, building maintenance, <br />occupancy, signage, public utilities and other applicable regulations. Issues certifications of <br />occupancy. Calculates valuation, charges and fees for issued permits. <br />• Conducts plan reviews of proposed building plans to ensure code and ordinance conformance <br />and coordinate plan reviews with Community Development, Public Works and the Fire <br />Department to address civil engineering and utility design standards. <br />• Maintains state certification and keeps up to date with new innovations and developments in <br />the construction industry and recommends changes to code, policies and practices to meet <br />changing construction requirements and assure safe construction of buildings in the City. <br />• Maintains effective communication and positive working relationships with staff, the general <br />public, design professionals, construction trades, property owners and others. <br />• Responds to questions and concerns from developers, contractors/engineers/architects and <br />city residents and prepares informational handouts regarding construction -related issues. <br />• Works with other City departments and other concerned parties to attend and participate in <br />pre -construction meetings and to determine plan modifications necessary to comply with <br />codes. <br />• Receives and investigates complaints concerning alleged code violations. Meets with <br />property owners to inform them of specific violations and necessary corrective measures. <br />Performs follow up as appropriate, assisting the Community Development Director, Building <br />Official and city/county attorney as needed in the preparation and issuance of violation <br />notices to visitors. <br />• Conducts inspections to determine compliance with relevant regulations and ordinances. <br />Investigates violations and takes appropriate action. <br />
