WBL School District Transportation Facility CUP <br />Page 7 <br />2. The proposed use is keeping with the spirit and intent of the ordinance. <br />The spirit and intent of the ordinance is to allow exterior storage, as long as it's adequately screened <br />from view of adjacent properties. The applicant is proposing to screen the exterior storage areas. <br />The exterior storage area will be located behind the principal building and staff is comfortable with <br />the proposed location of the outdoor storage area. Additional landscaping may be required to <br />screen the locations on the east side of the property. <br />3. The proposed use is compatible with the City's Comprehensive Plan and the character of the <br />surrounding area. <br />The property is guided as Industrial in the 2040 Land Use Plan with residential properties to the <br />west. The character of the area is mostly industrial. There are industrial users to the north, east, <br />and south of the property that also utilize exterior storage on site. The surrounding industrial users <br />have similar ratios of buildings to exterior storage and is compatible with the land use of the <br />surrounding area. In addition to Fenway Boulevard, the building and proposed screening will act <br />as a buffer between the residential neighborhood and the industrial park. It is in staff s opinion that <br />the proposed use is compatible with the character of the surrounding area. <br />The applicant is cognizant of the residential neighborhood within close proximity of the site. Staff <br />has asked the applicant to create an emphasis of interior circulation on site to limit the traffic on <br />public streets. <br />4. The proposed use has adequate drainage, water supply, electrical, gas, and sewage treatment <br />facilities. <br />The property has adequate utilities available to the site and will utilize stormwater management on <br />site. <br />5. The proposed use has adequate road access. <br />The property has adequate access from Fenway Boulevard North. <br />6. Technical Evaluation of Floodplain. <br />The applicant is not proposing to impact any floodplain. <br />7. The proposed use may not create a danger that materials may be swept onto other lands, <br />or downstream to the injury of others, or block bridges, culverts, or other hydraulic <br />structures. <br />The proposed use will not have materials swept downstream. <br />
