Page 6 <br />Shoreland <br />The applicant, Staff, and the DNR have been discussing the boundary of the Ordinary High <br />Water (OHW) of Rice Lake which is 922.5. The information that has been provided indicates <br />that this property is not within the Shoreland Overlay District. The Shoreland Overlay District <br />has additional regulations in regards to lot size and impervious surface. Staff will continue to <br />work with the applicant and the DNR on the boundary location. If it is determined that the <br />property is within the Shoreland Overlay District, the request and the plans may change. <br />Development Phasing <br />The applicant is proposing to construct the development in three phases. The phasing plan the <br />applicant provided shows the phasing generally starting from the north along Goodview Avenue <br />and heading east. The first phase would be in 2020 and include the platting of 33 lots with access <br />off of Goodview Avenue. As development continues eastward on the site in later phases of the <br />development, a connection will be made to Egg Lake Road (CSAH 8). The property is also <br />proposed to be graded in two phases. The applicant shall revised the phasing plan to include all <br />improvements, such as stormwater ponds. <br />Landscaping/ Signage <br />The applicant has provided a full landscape plan. According to Section 90-181 Landscaping, <br />each home site shall have two deciduous shade trees maintained in the front yard. The applicant <br />is proposing to preserve some stands of trees that are currently on the property in the outlots. <br />The landscape plan shows boulevard trees along the streets outside of the right-of-way. The <br />applicant is also proposing to have one tree in the front yard of all lots. The trees and landscaping <br />proposed to be installed with the development is approximately 208 trees. Staff recommends the <br />applicant include additional coniferous (evergreen) trees along the south side of Lot 20, Block 4, <br />to provide a buffer from Egg Lake Road (CSAH 8). <br />The plan also shows a landscaped entrance from Goodview Avenue North including a monument <br />sign. Staff recommends additional landscaping at the entrance off of Goodview Avenue creating <br />a defined main entrance into the development. There is enough space on the plan to include <br />additional landscaping. The applicant is proposing a monument sign, but the design of the sign is <br />not proposed at this time. The monument sign location, design, and landscaping, shall be <br />reviewed and approved by staff prior to installation. The monument sign shall meet all ordinance <br />standards. <br />It's in staff's opinion that the applicant has done generally a good job with the landscape plan <br />and the preservation of the trees. Staff recommends: <br />• The applicant shall include additional coniferous (evergreen) trees along the south side of <br />Lot 20, Block 4, to provide a buffer from Egg Lake Road (CSAH 8). <br />• The applicant shall include additional landscaping at the entrance off of Goodview <br />Avenue creating a defined main entrance into the development. <br />
