Page 7 <br />• The applicant shall include additional landscaping around a portion of the lift station. <br />• The monument sign location, design, and landscaping, shall be reviewed and approved by <br />staff prior to installation. <br />With the recommendations, Staff is comfortable with the landscaping proposed for the <br />development. <br />Lighting <br />The applicant has provided a lighting plan. The applicant is proposing typical street lighting <br />within the development that meets the ordinance standard. The exact locations and design of the <br />street lights will be evaluated with each final plat application. Staff recommends the street lights <br />be decorative. <br />Streets/Access <br />The applicant is proposing access into the development via Goodview Avenue North and Egg <br />Lake Road (CSAH 8). The first phase includes access to Goodview Avenue North across from <br />Geneva Avenue North. The last phase includes the access to Egg Lake Road (CSAH 8). The <br />applicant shall provide Washington County approved construction plans and permit for the <br />construction of turn lanes as identified in their November 7, 2019 review letter prior to <br />construction of phase 1. <br />There are existing roadway easements through the property as well as prescriptive easements for <br />the Egg Lake Road (CSAH 8) access point. The portion of the easement will be required to be <br />vacated as project proceeds. <br />Sidewalks, Trails, and Park Dedication <br />The applicant is showing sidewalks along one side of some streets within the development with a <br />trail along the others. In the 2040 Comprehensive Plan the Existing and Proposed Trails Map <br />shows a trail in the area of the development connecting Goodview Avenue North to Hanifl Fields <br />Athletic Park. The plan shows a trail systems that could connect to a proposed trail along <br />Goodview Avenue and Hanifl Fields Athletic Park per the plan. In order for the trail to be <br />extended to Hanifl Fields Athletic Park the applicant shall revised the plans to show and install a <br />trail along Street A. The trail system will provide a recreational experience that takes advantage <br />of the view sheds of the natural areas and access to future trails and parks. The applicant has <br />done a good job meeting the comprehensive plan in regards to trails. <br />In previous discussions with the applicant staff recommended a neighborhood gathering space <br />with some amenities be integrated into the development. The goal is to provide open space for <br />the residents to use, gather, and meet. This directly correlates with the request to have PUD <br />flexibility for reduced lot sizes and setbacks. Reduced lots sizes and setbacks results in less green <br />space/open space for each lot the development. In a previous draft of the preliminary plat and <br />PUD general plan the applicant showed a neighborhood gathering space, where Lots 1-3, Block <br />
