Agenda Number: J.1 <br />CITY OF HUGO <br />PLANNING AND ZONING <br />APPLICATION <br />STAFF REPORT <br />TO: Bryan Bear, City Administrator <br />FROM: Rachel Juba, Community Development Director <br />SUBJECT: Fenway Land Company —Preliminary Plat and PUD General Plan for a <br />residential development to be known as "Rice Lake Reserve" <br />DATE: December 31, 2019, for the City Council meeting of January 6, 2020 <br />ZONING: Future Urban Service (FUS) <br />LAND USE: Low Density Residential (LD) <br />DEADLINE DATE: 60-Days —January 14, 2019 <br />1. BACKGROUND: <br />At its December 19, 2019, meeting the Planning Commission considered and held a public <br />hearing on the request. Staff recommended approval of the request, subject to revisions outlined <br />in the resolution. The applicant stated they will revise the plans to meet the conditions in the <br />resolution, however, they wanted to discuss staff s recommendation to include a neighborhood <br />gather space central to the development. They did not want to include a gathering space in that <br />location. There was no one that spoke during the public hearing besides the applicant. The <br />Planning Commission generally liked the layout of the development. One Commissioner stated <br />they thought the lots were too small for two-story single family homes. The Planning <br />Commission discussed the neighborhood gathering space and generally agreed that it would be a <br />good amenity to the development. The Planning Commission, with a vote of 5-1, made a <br />recommendation to approve the PUD and preliminary plat, subject to the conditions listed in the <br />resolution, and a revision that a neighborhood gathering space be located in the area south of the <br />lift station (central to the development), with at least one lot being removed for its placement. <br />
