Rice Lake Reserve PUD and Preliminary Plat <br />Page 2 <br />2. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a Preliminary Plat and Planned Unit Development (PUD) <br />for a residential development. The property totals 51.5 acres and is comprised of four parcels. <br />The preliminary plat includes 93 single family residential lots and 3 outlots to be known as "Rice <br />Lake Reserve". <br />The PUD General Plan will be for all 51.5 acres of the property and is proposed to be rezoned <br />from Future Urban Service (FUS) to Planned Unit Development (PUD). The property includes <br />wetlands and floodplain for a total buildable acreage of 29.5 acres. <br />The applicant is requesting PUD flexibility on the following: <br />• Flexibility to allow a minimum lot size of 7,089 square feet, where 10,400 square feet is <br />required. <br />• Flexibility to allow a minimum lot width of 55 feet, were 80 feet is required by ordinance. <br />• Flexibility to allow a minimum front setback of 20 feet for corner lots for the side of the <br />home, where 30 feet is required. <br />• Flexibility to allow a minimum side yard setback of 7.5 feet, where 10 feet is required. <br />• Flexibility to allow a maximum impervious coverage of a lot to be 55%, where 50% is <br />required. <br />• Flexibility from the shoreland overlay district regulations. <br />In exchange for this flexibility, the developer is: <br />• Designing a more sensitive proposal than would have been the case with the use of the <br />standard R-3 zoning district. <br />• Preserving and enhancing natural features with the trail system that meanders through the <br />development. <br />• Creating a stormwater reuse irrigation project within the development. <br />• Incorporating architectural design guidelines for the homes in the development. <br />• Providing a gathering space for the development. <br />3. BACKGROUND: <br />The properties are generally located north of Egg Lake Road (CSAH 8) and east of Goodview <br />Avenue. The plan shows 93 proposed residential lots, stormwater ponding areas, sidewalk and <br />trail connections, and road connections. The applicant is proposing the project to be built in three <br />phases. The developer has indicated that an HOA will be established for the development to <br />maintain community areas, landscaping, and the water re -use system. <br />
