Rice Lake Reserve PUD and Preliminary Plat <br />Page 8 <br />Goodview Avenue and Hanifl Fields Athletic Park per the plan. In order for the trail to be <br />extended to Hanifl Fields Athletic Park the applicant shall revised the plans to show and install a <br />trail along Street A. The trail system will provide a recreational experience that takes advantage <br />of the view sheds of the natural areas and access to future trails and parks. The applicant has <br />done a good job meeting the comprehensive plan in regards to trails. <br />In previous discussions with the applicant staff recommended a neighborhood gathering space <br />with some amenities be integrated into the development. The goal is to provide open space for <br />the residents to use, gather, and meet. This directly correlates with the request to have PUD <br />flexibility for reduced lot sizes and setbacks. Reduced lots sizes and setbacks results in less green <br />space/open space for each lot the development. In a previous draft of the preliminary plat and <br />PUD general plan the applicant showed a neighborhood gathering space, where Lots 1-3, Block <br />3, are shown in the preliminary plat. These lots were added after the Parks Commission meeting. <br />The previous plan (90 units) was considered by the Parks Commission in November. <br />At its Wednesday, November 20, 2019, meeting the Parks Commission considered the park <br />dedication request from the applicant. The applicant requested to get park dedication credit for <br />the .5 acre park/gather space area and to satisfy the remainder of the park dedication requirement <br />with fees. Park land dedication of 3 acres would be required with for the 29.56 acre of upland <br />within the development. Therefore, the proposed dedication of .5 acres would satisfy 16% of the <br />requirement and the remaining 84% would be satisfied through fees. Currently, the park <br />dedication fee is $2,400 per unit and would therefore be $2,016 per unit or $181,440 in total. <br />Without a land dedication, the total park dedication fee would be $216,000. <br />Staff noted at the meeting that the Parks, Trails, and Open Space plan outlines standards for <br />developing city parks. Neighborhood parks shall be 5- 20 acres in size and would typically <br />include a playground, athletic field, natural area, and picnic shelter. The development is in <br />Neighborhood Park Service Area 9 (NP-9) which includes Diamond Point Park. An additional <br />park is not needed in NP-9 as it currently has a total population of 1,222 and the development <br />will not lead to exceeding the standard of 1 park per 5,000 people. Additionally, the <br />development is within 1/2 mile service area of Hanifl Fields Athletic Park. <br />Staff recommended that the Parks Commission support construction of the trail through the <br />development. The applicant at that time was proposing that the .5 acre neighborhood gathering <br />space be considered for park dedication. Staff recommended that this not be dedicated as a <br />public park and that the park dedication be satisfied by payment of the full fee, which is currently <br />$2,400 per unit ($216,000 for 90 units). <br />The Parks Commission liked the trail through the development and recommended sidewalks to <br />be added to streets. The applicant has added sidewalks to the plans. Although the Parks <br />Commission liked the neighborhood gathering space included in the plan, they recommended not <br />accepting land for the park dedication and accepting the full park land dedication fee of $216,000 <br />($2,400/unit). <br />
