Rice Lake Reserve PUD and Preliminary Plat <br />Page 9 <br />After the Parks Commission meeting the applicant added 3 lots to the plans in the area where the <br />neighborhood gathering space was proposed. Staff recommends that a neighborhood gather space <br />with some amenities (such as landscaping, gazebo, benches, etc.) be included in the central area <br />of the development. The applicant has stated in their narrative that they are proposing a gathering <br />space at the entrance off of Goodview Avenue North. The applicant is referring to Outlot B. <br />Outlot B is small (.22 acres) and will include a monument sign and minimal landscaping. There <br />are not amenities shown in the Outlot for a neighborhood gathering space. It is in staff s opinion <br />that this is not a good location a neighborhood gathering space and recommends that the <br />applicant revise the preliminary plat and PUD general plan to include a neighborhood gathering <br />space in the general location of Lots 1-3, Block 3 (south of the lift station), as shown in the plan <br />previously proposed. Staff recommends that be a requirement for PUD flexibility for the reduced <br />lots sizes and setbacks. Adding the neighborhood gathering space in the area would likely reduce <br />the amount of wetland impact and reroute the trail slightly to the south. <br />Staff recommends the applicant revise the plans to show a neighborhood gather space central to <br />the development and install a trail along Street A with the development. The Parks Commission <br />stated at the right time, a trail along the north side of Egg Lake Road (CSAH 8) to the east of <br />Street A, would evaluated for construction feasibility to make the connection to Hanifl Fields <br />Athletic Park. <br />Drainage/Grading <br />The City will review and issue a stormwater management permit for the development. The plans <br />include managing stormwater through a combination of ponds and a stormwater reuse system. <br />The design is consistent with stormwater rules as proposed, and staff will work with the applicant <br />to finalize the plans and issue a stormwater permit as the project moves forward. <br />There is floodplain located on the property and the boundary is not proposed to be impacted or <br />revised. <br />Water Re -use <br />The plans include the installation of a stormwater reuse system to be utilized to irrigate <br />individual lots. The system is feasible from a water availability and equipment standpoint and <br />staff will finalize the technical details as the project moves forward. The system will be installed <br />by the applicant and owned/operated/maintained by the homeowner's association. The system <br />will be part of the overall stormwater management improvements to be included as part of the <br />stormwater permit. A stormwater reuse agreement between the City and the applicant shall be <br />recorded. The agreement will include provisions that will allow the City to operate the system in <br />the event that it is necessary to maintain compliance with the stormwater permit. The provisions <br />will include an ability to assess any City costs associated with operation and maintenance of the <br />system. <br />Staff is working with the applicant to determine whether or not the water reuse system will <br />generate stormwater management credits beyond those required to meet their own permitting <br />
