Rice Lake Reserve PUD and Preliminary Plat <br />Page 11 <br />Sanitary sewer will be extended from the 4" forcemain provided to this location in 2004 as part <br />of the Goodview Avenue Improvement Project as the site was deemed to require a sanitary sewer <br />lift station to service this area. The lift station will be sized and placed at an elevation that will <br />allow for the extension of gravity sanitary sewer to serve the adjacent area up to and including <br />the Hugo Public Works facility. If lift station upsizing is required, the City of Hugo would be <br />responsible for oversizing costs. <br />5. CONCLUSION: <br />Staff recommends the following revisions and additions to the plans: <br />• The applicant shall revise the lot depth for Lot 1, Block 1, to be in compliance with the <br />rear yard setback of 30 feet. <br />• The applicant shall include additional coniferous (evergreen) trees along the south side of <br />Lot 20, Block 4, to provide a buffer from Egg Lake Road (CSAH 8). <br />• The applicant shall include additional landscaping at the entrance off of Goodview <br />Avenue creating a defined main entrance into the development. <br />• The applicant shall include additional landscaping around a portion of the lift station. <br />• The monument sign location, design, and landscaping, shall be reviewed and approved by <br />staff prior to installation. <br />• A trails shall be added to the plans for Street A. The trail shall be installed and paid for by <br />the developer. <br />• The applicant revise the plans to show a neighborhood gather space central to the <br />development, including amenities. <br />Staff believes that the layout of the proposed Rice Lake Reserve PUD general plan exceeds the <br />City's standards for residential developments, if the staff recommendations are implemented. <br />Fenway Land Company has offered a more creative and efficient approach to the existing <br />constraints of the property through the site design layout. It is in staff s opinion that the applicant <br />meets all the requirements necessary to approve the PUD and preliminary plat, subject to the <br />conditions in the resolutions. <br />6. STAFF RECOMMENDATION: <br />Staff recommends approval of the PUD and preliminary plat for Fenway Land Company for the <br />development to be known as "Rice Lake Reserve", subject to the conditions listed in the <br />resolutions. <br />7. PLANNING COMMISSION RECOMMENDATION: <br />The Planning Commission generally liked the layout of the development. One Commissioner <br />stated they thought the lots were too small for two-story single family homes. The Planning <br />Commission discussed the neighborhood gathering space and generally agreed that it would be a <br />good amenity to the development. <br />
