In particular, we have reviewed <br />the following plans related to this particular request: <br />• Rice Lake Reserve Preliminary Plat, Utility, Grading, Erosion Control and Detail Plan <br />Sheets dated 12/4/19 by Carlson McCain <br />• Stormwater Management Plan dated 10/22/19 by Carlson McCain <br />• Phasing Plan Sheet dated 12/4/19 by Carlson McCain <br />• Shoreland Exhibit dated 10/22/19 by Carlson McCain <br />• Stormwater Design Rational Worksheet and Drainage Map dated 12/4/19 by Carlson <br />McCain <br />• Geotechnical Report dated 7/8/19 by Haugo Geotechnical Services <br />Based on the review of the revised preliminary plat documents, we offer the following comments <br />related to this application: <br />Preliminary Plat <br />1. The entirety of Outlots A and C are appropriately encompassed in Drainage and utility <br />easements. <br />2. Front, side, and rear yard drainage and utility easements are shown. Easements where <br />storm sewer and watermain extend between lots are identified with appropriate widths. <br />Grading, Phasing, Street, and Utility Plans <br />3. Staff has worked through a number of comments with Carlson McCain on street and utility <br />construction plans. Staff has a number of remaining redline comments. We do not expect <br />that any remaining plan changes will have an impact on the preliminary plat. We will issue <br />the construction plan approvals once the remaining comments have been resolved. <br />4. Project phasing has been reviewed and the project can be constructed in a manner that <br />allows street and utility construction to occur without extending into or coming from future <br />phases.
