Ms. Rachel Juba <br />December 12, 2019 <br />Page 2 <br />5. Water service is proposed to be extended from the Goodview Avenue/Geneva Avenue <br />Intersection. Staff has recommended connecting to the existing 12" watermain and extend <br />12" watermain through the development to Egg Lake Road that meets the goal of the <br />comprehensive water system plan. <br />6. Sanitary sewer will be extended from the 4" forcemain provided to this location in 2004 as <br />part of the Goodview Avenue Improvement Project as the site was deemed to require a <br />sanitary sewer lift station to service this area. The lift station will be sized and placed at an <br />elevation that will allow for the extension of gravity sanitary sewer to serve the adjacent area <br />up to and including the Hugo Public Work facility. If lift station upsizing is required, the City of <br />Hugo would be responsible for oversizing costs. <br />7. The initial phase of this development gains street access from Goodview Avenue. The <br />access is appropriately aligned with Geneva Avenue and perpendicular to Goodview Avenue. <br />8. The trail needs to be added along Street A to allow for the extension to Rice Lake Park. <br />9. Access to Egg Lake Road is proposed to occur in Phase 3. The applicant shall provide <br />Washington County approved construction plans and permit for the construction of turn lanes <br />as identified in their November 7, 2019 review letter prior to construction of phase 1. <br />10. An existing easement extends along the east and north east portion of the development for <br />"highway purposes". That portion of easement no longer needed will require vacation. <br />Stormwater Management <br />11. The applicant has submitted a draft of their Stormwater Management Plan for the site. The <br />applicant will be utilizing water reuse to irrigate the development and meet a majority of the <br />stormwater management requirements for volume reduction, rate control, and water quality. <br />Stormwater comments provided to the applicant have not been fully addressed. Applicant has <br />stated that stormwater comments will be addressed in future submittals. <br />12. The stormwater reuse system will be owned and operated by the Homeowners Association, <br />and the City will have access to the system as needed for monitoring and operation. The <br />applicant is meeting approximately 80% of the volume reduction requirement by utilizing <br />water reuse. The remaining volume control requirement could be met using dead pool <br />storage provided in the NURP ponds. <br />Wetland <br />13. The wetland delineation has been approved. <br />14. The applicant needs to address several items from WCA Replacement Plan <br />Checklist. Primarily the Technical Evaluation Panel will likely be concerned with the wetland <br />impact from lot 1, block 3 and adjacent trail. <br />Thank you for the opportunity to provide comments on this project.
