I propose being the lead
architect (even the project architect, if you wish to call me that) despite the fact that I have had more of a back-up
role on our projects recently. That also means I would be the one in the field during construction -- a role that I
was familiar with for decades until just recently.
The following is a brief proposal for the public works project. We can provide whatever additional information
you or the council would like. In the interest of time, I wanted to get this to you sooner rather than later. If
acceptable to the City, we can prepare a draft contract for review by the city, and city attorney, and amend as
necessary.
Scope of Service and Assumptions
The following is our basis for this proposal:
1. Services include civil engineering, structural engineering, M/E engineering, landscaping, interior design and
architectural services. Oertel Architects would provide the role of project management.
2. Services range from any additional planning and design through construction and project close-out.
3. The project consists of the "compromised plan" as discussed by council, which is estimated to be about $10 M
in 2020 dollars. In addition to the main facility, the project would include all site work, bins, fueling island, salt
building, equipment and other related items as discussed and shown on the master plan. We would also
incorporate any features and details necessary for long term expansion of the facility. As noted previously,
regardless of other items, we would bid out the salt building separately and that is extra service is assumed as a
part of our scope.
4. Meetings are included in the scope of services. This includes meetings with the city and meetings during
construction. Although the exact number of construction meetings may vary, we assume that there will be about
40 meetings on site. In addition to the on -site meetings during construction, we would also review shop
drawings and pay requests, prepare informational items, verify quality and perform other typical architectural
services during the construction phase.
5. Civil engineering would be required and provided for grading, stormwater, site design and Watershed reviews.
This would also include work necessary for new wells, septic system and drain field.
