_RTEL <br />,. RCHITECTS <br />6. There has yet to be a decision or discussion for method of delivery, whether a construction management (CM) <br />or standard "low -bid" general contractor method. We can work with either method and discuss this more at a <br />later date. Relative to our proposal is that the CM method involves a little more time for us in the issuing of <br />documents but the CM would perform cost estimating. The conventional bid method would result in the need to <br />include for us to include phase by phase cost estimating. Either way, this involves about the same amount of <br />time or cost and would not impact our fee either way. <br />7. We can discuss the two methods of delivery in more detail but, if the City chooses to go with the CM method, <br />it is advised that a CM be on board by early April. <br />8. Not included in the proposed fee are the following items. Should the City prefer for OA to include these items <br />under their contract, we could do so and simply add the cost to our fee, once determined. We would coordinate <br />all of this work regardless. <br />Soil borings <br />Survey and base site map <br />Special inspections (required by code) <br />Testing and inspections during construction <br />Commissioning (required by code) <br />Low voltage (telecom, fiber, security, intercom) <br />Schedule <br />With the idea of getting the bid set out as soon as possible, in order to get the project under way and under <br />construction by early fall, we need to be aggressive in order to perform some key construction work prior to the <br />onset of winter. Consequently, this is an aggressive schedule. We assume the need for some overtime and <br />included this as a part of our fee. <br />If we were to start the first week of March, this is a possible fast -track schedule: <br />April 9, 2020: <br />Completion of schematic design and 3D color images (architectural only) <br />May 28, 2020: <br />Completion of design development (complete set of all disciplines) <br />July 28, 2020: <br />Completion of construction documents <br />August 20, 2020: <br />Bids due <br />September 8, 2020: <br />Construction start <br />September 30, 2021: <br />Substantial completion (move in date) <br />October 30, 2021: <br />Project closeout <br />Note that, from this point in time, every week matters. <br />Proposed Fee <br />The proposed fee includes the following: <br />Architectural <br />Civil engineering <br />Landscape <br />Structural engineering <br />
