PLANNING COMMISSION UPDATE: <br />At its April 23, 2020, the Planning Commission held a public hearing and considered the <br />requests. There was no one that spoke during the public hearing except the applicant. Staff did <br />receive a phone call from an adjacent property owner that they did not want the restaurant use in <br />the proposed location. Staff recommended approval of the applications subject to the conditions <br />listed in the resolutions. The Planning Commission discussed the overall PUD, preliminary plat, <br />and site plan and generally agreed it meet the intent of the downtown design guidelines. The <br />Planning Commission unanimously recommended approval of the applications to the City <br />Council, subject to the conditions listed in the resolutions. <br />2. DESCRIPTION OF REQUEST: <br />The applicant is requesting approval of a planned unit development (PUD), preliminary plat, and <br />site plan to construct an approximately 5,700 square foot restaurant building for Cattle House <br />Restaurant. The PUD general plan will be for all 4.2 acres of the property and is proposed to be <br />rezoned from Central Business (C-1) to Planned Unit Development (PUD). The property is <br />located on the east side of Highway 61 in downtown along Egg Lake. The property includes <br />wetlands and floodplain along Egg Lake for a total buildable acreage of 4 acres. The property is <br />currently owned by the City of Hugo and the applicant has a purchase agreement to purchase a <br />
