Page 9 <br />Architecture and Building Materials <br />The downtown design guidelines encourage new buildings to be designed with elements of <br />traditional main street design, Hugo's French trading post roots, or prairie style architecture. <br />Traditional main street style buildings usually have flat roofs with well defined roof lines. The <br />French trading post architectural elements include steeper or mansard roofs, open storefronts, and <br />exterior plaster with stone and brick. Prairie style architecture usually has hipped roofs with low <br />spreading deep overhangs. Prairie style architecture also has horizontal line design elements and <br />uses materials that can blend in with the natural environment. The applicant has designed the <br />building to be reflective of the prairie style architecture. <br />The building is designed with a large sloped roof that opens up to the lake with horizontal <br />cornice, accent elements, and windows reflective of prairie style architecture. The large overhead <br />glass doors open up the deck and the upper windows horizontal details are elements of prairie <br />style. The timbers and the "barnwood" like facade are elements that relate to the natural <br />environment. There is also stacked stone that is used on the building and there is significant <br />amount of glass on the eastside of the building overlooking the lake. <br />The downtown design guidelines encourage four-sided architecture, using the same quality <br />materials on all sides. It also states that all facades shall be articulated with a variety of materials, <br />details, and visual interest. Roof lines and cornices shall be completed in the three dimensional <br />manner and the front facade shall be unique and significant to the building. Its in staff s opinion <br />that the applicant has done a good job of accomplishing these items encouraged by the downtown <br />design guidelines by having the materials, design elements, and windows wrap around the <br />building. They have also made the main entrance visible of the building that will lead the <br />customer where to go when entering the building. <br />The applicant has provided the building materials that will be used for the restaurant. Staff has <br />reviewed the materials and it is in staffs opinion that the materials could be more cohesive in <br />regards to material and colors. Staff has not received materials for the proposed metal panels or <br />timber cladding. Staff recommends the applicant continue to work with staff to ensure the <br />materials and colors are cohesive for the restaurant building. Staff will show the building <br />materials at the meeting. <br />The applicant is proposing a deck on the east side of the building. They have not submitted <br />design plans for the deck to date. Staff will continue to work with the applicant to ensure the <br />design is consistent with the overall architectural theme of the project. The proposed deck does <br />not show railings. If the applicant adds railings to the deck they shall be reviewed and approved <br />by staff. <br />The applicant has provided an example of how the other buildings for the overall PUD could be <br />designed to relate to the restaurant building. Phase 2 and the other buildings shall go through a <br />PUD amendment and site plan process for review and approval. <br />X <br />
