Minor grading modifications will be required based on slight lot line <br />adjustments made as part of the 41" Addition. <br />The western limits of Empress Avenue North will be required to be pulled back approximately <br />35-ft to the east to be consistent with the previously approved grading plan. Additional <br />detailed review of potential impacts to Lot 1 Block 1 B and Lot 1 Block 213 will take place prior <br />to approval of construction plans to ensure driveway access is fully understood/acceptable <br />and to plan for how Empress Avenue North will be extended in the future. <br />Stormwater Management <br />8. The applicant has submitted their Storm Water Management Plan for the site, meeting the <br />appropriate storage, rate control, treatment, and volume reduction. The applicant is utilizing <br />water reuse as a means to irrigate the development and meet a portion of the stormwater <br />management requirements. It is anticipated 4-5 million gallons of groundwater will be <br />conserved annually throughout the entire Oneka Place Development by use of stormwater <br />reuse. The trunk water fee has been reduced by 35% due to the use of water reuse which is <br />consistent with the initial phase of this development. <br />9. The stormwater reuse system will be located with lot -line drainage and utility easements, <br />road right of way, and outlots. The system will be owned and operated by the Homeowners <br />Association, and the City will have access to the system as needed for monitoring and <br />operation. The applicant is meeting approximately 50% of the volume reduction requirement <br />by utilizing water reuse. The remaining volume control requirement is met through the dead <br />pool storage provided in the NURP ponds. <br />10. A water balance analysis has been submitted as part of the stormwater submittal identifying <br />adequate water supply with the stormwater basins to sustain water reuse. <br />11. A detailed groundwater analysis has been submitted to identify the elevation of groundwater. <br />The findings have been used to identify minimum floor elevations that provide required <br />separation from groundwater. <br />Development Agreement <br />12. There are a number of development fees outlined within the City's Fee Schedule that will <br />become due as part of the final plat. The Development Fees are included within Exhibit C of <br />the Development Agreement. <br />13. A credit to the trunk area charge based on the anticipated reduction in water demand by <br />using stormwater reuse has been included as part of the Development Agreement. <br />Thank you for the opportunity to provide comments on this project.
