In an effort to maximize the construction needs of Hugo’ s MSAS system and with the goal of strategically using the annual available allotment of State Aid funds to the City, staff recommended modifying the system by adding Finale Ave .N. from 147th St. N. to Frenchman Rd. (CR 8) and 145th St. N. from Finale Ave. N. to Forest Blvd. N. (Hwy 61). Adoption of the Consent Agenda approved RESOLUTION NO. 2020 -20 DECLARING APPROVAL OF MODIFICATIONS TO THE MUNICIPAL STATE AID STREET SYSTEM FOR THE CITY OF HUGO, MINNESOTA Approve Hiring of Public Works Seasonal Employees Staff had requested authorization to hire/re-hire seasonal employees for the public works department. In the 2020 General Fund Budget, Council had approved funding for six seasonal employee positions. Two employees from the previous year wished to return; therefore, a total of four employees were needed to fill the six seasonal positions. With concerns over the COVID-19 pandemic, Public Works department staffing had been adjusted to minimize the exposure to the virus. As the weather changes towards a pattern that is more conducive to summer maintenance activities, the Public Works Department will need to transition back to full staffing levels. At that point, seasonal employees would be needed. Adoption of the Consent Agenda approved the rehiring/hiring of: Roland Guareschi, Marty Schwartz, Ryan Kranz, Carter Wagner, Cody Grahn, and Martin Jorgenson as seasonal employees. Approve Ordinance Rezoning Property at 15500 Keystone Avenue North (Charles and Marykay Haas) Council Member Chuck Haas removed this from the Consent Agenda. Charles and MaryKay Haas had submitted a zoning amendment request to rezone their property located at 15500 Keystone Avenue North from Long Term Agricultural to Agricultural. At its April 9, 2020. meeting, the Hugo Planning Commission considered the request and held a public hearing where there were no comments from the public. The Planning Commission recommended approval of the ordinance for rezoning to the City Council. Miron made motion, Klein seconded, to approve ORDINANCE 2020-499 AMENDING CHAPTER 90 (ZONING ORDINANCE) OF THE CITY CODE TO CLASSIFY CERTAIN LANDS LOCATED AT 15500 KEYSTONE AVENUE NORTH. Roll call vote- Ayes: Klein, Miron, Petryk, Weidt Abstain: Haas Motion carried.
