<br />Page 2 <br /> <br />2. DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting approval of a preliminary plat and PUD amendment to revise the <br />Waters Edge preliminary plat and PUD general plan to create 37 single family villa style (slab on <br />grade patio homes) lots and 1 outlot (common space), where 104 townhome units where <br />previously approved. The overall net density for this phase of the project will be approximately 4 <br />units per acre. <br /> <br />3. BACKGROUND: <br /> <br />The originally approved Waters Edge preliminary plat and PUD general plan included a total of <br />605 units on approximately 185 acres with an overall net density of 4.3 units per acre. The <br />development was approved in 2002. The project is a mix of housing styles including single <br />family detached homes, patio homes (villa), manor townhomes, and village townhomes. Each <br />housing styles have their own Homeowners Association (HOA) and are part of the Master HOA <br />for Water Edge. <br /> <br />This property is approximately 13 acres and was final platted as “Waters Edge 4th Addition” <br />creating 16 townhome lots which allowed for 120 townhome units including 6-unit and 8-unit <br />buildings. The streets, utilities, lighting, and some landscaping has been installed for the <br />development. However, only 16 units in two buildings were constructed, leaving 14 townhome <br />lots and 104 units vacant and not built. <br /> <br />3. CONTEXT: <br /> <br />A. Surrounding land Use and Zoning <br /> <br />The properties to the north and east are zoned PUD and are occupied by townhomes, single <br />family homes, and patios homes (villas) in the Waters Edge residential development. The <br />properties to the south are zoned Agricultural (AG) and are occupied by large lots and single <br />family homes. The properties to the west are zoned PUD and are occupied by townhomes and <br />single family homes in the Heritage Ponds residential development. <br /> <br />B. Natural Characteristics of Site <br /> <br />The property has been previously graded for three-story 6 to 8 unit townhome buildings. The <br />streets, utilities, lighting, and some landscaping has been installed. The property will need to be <br />graded for the proposed single family villa style (patio) homes. <br /> <br />4. ANALYSIS: <br /> <br />A. Level of Discretion in Decision Making <br /> <br />The City has relatively high level of discretion in approving a PUD amendment.
